City of Centerville <br />Council Meeting Minutes <br />February 11, 2015 <br />Motion by Council Member King, seconded by Council Member Paar to direct Staff to <br />draft a similar resolution denying support for the settlement agreement, unification of <br />northeast metro cities and opposition to the implementation of the terms of the settlement <br />agreement similar to the City of Hugo’s but very Centerville specific and bring back to <br />Council for consideration at their next meeting. All in favor. Motion carried. <br /> <br />Administrator Ericson stated that he will keep Council abreast of all issues pertaining to this <br />matter. <br /> <br />2. Remote Meeting Attendance/Participation <br /> <br />Administrator Ericson stated that remote meeting attendance is governed by State Statute, <br />potential equipment costs for providing the services internally, needed free Skype accounts, and <br />the City of Hugo’s policy have been provided in the packet and staff is looking for direction <br />regarding the matter. <br /> <br />Lengthy discussed ensued regarding Council Member absences, in state or out of state usage, <br />public notice, a location accessible to the public, etc. Council determined that at this point they <br />are not interested in providing this service internally but would consider it in the future. <br /> <br />X. NEW BUSINESS <br /> <br />1. Water Tower Subdivision/Plat – Direction of Whether or Not to Allocate Associated Park <br /> Dedication Fees to Parks & Rec. for this Subdivision <br /> <br />Administrator Ericson stated that the former Administrator included language regarding park <br />dedications fees in the amount of $4,100 to be paid prior to recording of the Water Tower Plat <br />and Staff is questioning the necessity of paying itself, platting not due to new construction or a <br />buildable lot and it being City owned property. Staff included City Code 153.15 pertaining to <br />park dedication fees, Legal Counsel opinion regarding necessity to pay itself being City owned <br />property and Council’s minutes of November 12, 2014 approving of the platting and P & Z’s <br />Findings and Decision for review. <br /> <br />Lengthy discussion ensued regarding City Code, the City paying itself, Parks and Recreation <br />Committee’s limited funding, Council’s previous action to allocate $15,000 in the City’s budget <br />for Parks & Recreation and having the discussion at the goal setting session to follow the <br />regularly scheduled meeting this evening. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar to dismiss language <br />contained in the Planning & Zoning Findings and Decision document approved by Council <br />on November 12, 2014 regarding park dedication fees in the amount of $4,100 and not to <br />allocate these fees associated with the platting of this City owned property. Council <br />Member Love aye, Council Members Wilharber, Paar, King and Fehrenbacher nay. <br />Motion failed. <br /> <br />Page 4 of 8 <br /> <br /> <br />
