City of Centerville <br /> Council Meeting Minutes <br /> March 25,2015 <br /> Engineer Statz stated that this is the second of two hearings required as part of the 429 <br /> assessment process, received bids several meetings prior and requested that Finance Director <br /> Paulseth review funding of the project. <br /> Finance Director Paulseth stated that there is $200,000 in a revolving street fund, $200,000 carry <br /> over from the previous year and $443,000 in the budget prior to special assessments. Finance <br /> Director Paulseth stated that there would be approximately $100,000 remaining in the budget <br /> once the project was completed. <br /> Discussion ensued regarding replacement of the colored concrete in the downtown area, the <br /> priority for funding that project and best timeframe to complete the work (traffic <br /> control/closure,etc.), the city's pavement management plan, bids, and condition of roadways <br /> within the Royal Meadows Development. <br /> Public Works Maintenance Technician Peterson stated that the roadways within the Royal <br /> Meadows Development have remained safe and do not present a hazard. The streets are better <br /> than anticipated due to several issues receiving attention along with the water project last year. <br /> Public Works Maintenance Technician Peterson also stated that he felt that having the same <br /> contractor that was completing the work on Centerville Road working on the colored concrete <br /> intersections would ensure material quality, price discounting, and fend off traffic control issues <br /> with the projects being completed at different times. <br /> Additional discussion ensued regarding the payment management plan projecting smaller <br /> projects being addressed in 2016, an opportunity for the Royal Meadows Development being <br /> added during that year and questioned whether the lower bidder for the 2015 Mill & Overlay <br /> Project would honor his bid with the removal of the development. Engineer Statz stated that he <br /> would contact them to ascertain their desires. <br /> Mr. Tim Rehbine, 7062 Dupre Road, questioned the life expectance of seal coating and the mill <br /> and overlay process and why if the life expectance is doubled for the mill and overlay why are <br /> you assessing for it. <br /> Council Member Fehrenbacher stated that if the City did not assess for the project, taxes would <br /> need to be increased to cover the expenditures. <br /> Discussion ensued regarding previous costs of maintaining roadways (sealcoating/total <br /> reconstruction) and their associated assessments to residents and city costs, benefits to abutting <br /> property owners, extended life of the roadway and proposed cost of the assessment being $525. <br /> Legal Counsel Glaser stated that if any resident had objections to the assessments they needed to <br /> provide a formal appeal in writing including their name and address this evening and further <br /> objections would need to be filed with the courts. <br /> Council Member Love stated that he would be abstaining from voting on the item later in the <br /> meeting due to several issues; one being that he is scheduled to be assessed and does not agree <br /> with the assessment procedure with this project versus increasing taxes to complete the project. <br /> Page 4 of 9 <br /> 4 <br />
