® Stantec Memo
To: Mike Ericson From: Mark Statz
City Administrator-Centerville City Engineer
File: 193801639-CSAH 21 Reconstruction Date: July 17,2015
Reference: CSAH 21 Joint Powers Agreement(JPA)Amendment#2
The attached is a proposed amendment to the Joint Powers Agreement (JPA) between the City of
Centerville and Anoka County. The JPA is the primary document outlining the responsibilities of the
two parties in relation to the construction, funding and maintenance of the CSAH 21 (Centerville
Road) reconstruction project.
The JPA Amendment encompasses several component parts, all of which have been previously
presented to and approved by the City Council. This is simply the formal, contractual action
needed to memorialize these changes which include:
• Lowering of the trunk storm sewer to avoid conflict with the MCES Forcemain. This change
was necessary because the MCES would not accept our original design calling for the
forcemain to be "offset" around the storm sewer.
• Additional ditch work and lowering of the culvert under the regional trail to avoid conflicts
with the St. Paul Water Utility's Raw Water Main. Records indicated this main was
underneath the existing culvert, but these records were in error.
• Removal of the colored concrete intersections on Main Street. This work was added to the
project after receiving a favorable quote from the contractor.
Attachment: JPA Amendment #2
c.
