(3 Stantec Memo <br /> To: Mike Ericson From: Mark Statz <br /> City Administrator- Centerville City Engineer <br /> File: Centerville Regional Trail Date: July 13, 2015 <br /> 193800585 <br /> Reference: Centerville Regional Trail Project <br /> Close-out of Rice Creek Watershed District Permit(RCWD#09-017) <br /> This memo is to outline the necessary steps to finalize the Rice Creek Watershed District (RCWD) <br /> permit for the Centerville Regional Trail Project from 2009. <br /> Background <br /> In 2009, the City constructed a number of trail links throughout the City. Some of these trail links <br /> necessitated impacts to wetlands. Per Wetland Conservation Act (WCA) rules, those wetlands <br /> impacted need to be mitigated. The approved wetland mitigation plan called for the necessary <br /> credits to be purchased through a wetland bank. A bank purchase was made to cover the <br /> permitted impacts at the required 2:1 ratio. <br /> At the conclusion of construction, it was discovered that the actual wetland impacts were greater <br /> than the permitted amount. The RCWD required the City to either remove those impacts and <br /> restore the wetland area or purchase wetland bank to cover the overage. In 2013, the City <br /> removed fill from wetlands that were impacted to the extent practicable. The result of this effort is <br /> that the amount left to be mitigated through bank purchase is significantly reduced, but not <br /> eliminated. Further efforts could be made to eliminate impacts over the permitted amount, but it is <br /> our belief, at this time, that those efforts would exceed the cost of purchasing the credits through a <br /> bank. <br /> Recommendation <br /> The remaining amount of wetland to be mitigated is 1729 square feet. This must be mitigated at a <br /> 2:1 ratio. We have prepared the necessary documents to purchase the remaining mitigation credits <br /> from an approved wetland bank. The cost of this purchase, including taxes and fees, is $4,600.66. <br /> The City should purchase these credits and notify the RCWD.
