I. INTRODUCTION AND PURPOSE <br /> The I-35E Corridor Final AUAR was prepared for the City of Lino Lakes in accordance with <br /> Minnesota Rules Chapter 4410 in 2005. The AUAR was subsequently updated in 2010. Pursuant <br /> to Minnesota Rules 4410.3610 Subp. 7, for the AUAR to remain valid as the environmental review <br /> document for the area,the document needs to be updated every five years until all development in <br /> the study area has received final approval. Since undeveloped areas still remain in the study area and <br /> the AUAR will expire in October 2015,the purpose of this document is to update the AUAR <br /> pursuant to Minnesota Rules. <br /> The I-35E Corridor AUAR study area is approximately 4,500 acres and is located in the <br /> northeastern portion of the city as shown in Figure 5-1,Appendix A. The AUAR included a <br /> review of three development scenarios. These three scenarios are being carried forward with this <br /> AUAR Update. <br /> 1. Scenario One was consistent with the city's comprehensive plan adopted in 2002 and <br /> allows for an additional 2,237 housing units, 2,985,733 square feet of commercial uses, <br /> and 11,175,035 square feet of industrial uses(see Figure 6-2,Appendix A). The city has <br /> subsequently adopted an updated Comprehensive Plan in 2011. <br /> 2. Scenario Two is based on known development plans of property owners within the <br /> AUAR area and has a commercial and industrial emphasis(Figure 6-3,Appendix A). <br /> Scenario Two allows for an additional 5,715 housing units, 5,617,890 square feet of <br /> commercial uses, and 9,570,045 square feet of industrial uses. This scenario is more <br /> consistent with the 2030 Comprehensive Plan adopted in 2011. <br /> 3. Scenario Three has a residential emphasis and allows for an additional 8,659 housing <br /> units, 4,141,554 square feet of commercial uses, and 5,829,722 square feet of industrial <br /> uses(Figure 6-4,Appendix A). Some elements of this scenario are in the 2030 <br /> Comprehensive Plan. <br /> There has been some development since the 2010 update. A Park-and-Ride has been constructed <br /> in the northwest quadrant of I-35E and CSAH 14. A McDonald's restaurant has been <br /> constructed east of 1-35E on CSAH 14. The NorthPointe development, located in the southern <br /> portion of the AUAR study area,has been approved. A few other developments were approved, <br /> but were not constructed. Appendix A has been updated to show these new developments. <br /> Other updates include that the Rice Creek Watershed District(RCWD)updated their rules in <br /> November 2014. The 2010 AUAR Update included the addition of the Lino Lakes Resource <br /> Management Plan and the subsequent RMP-3 rule support the "Conservation Design <br /> Framework"that formed the foundation of the AUAR's Mitigation Plan.
