The proposed trail is located in an area where poverty levels vary from 0-24%of the population being <br /> below the poverty level. The majority the service area consists of 2.1 to 4.3%of the population being <br /> below the poverty level. This is based on the 2006-2010 American Community Survey 5-Year Estimates,as <br /> shown in Figure 17. <br /> In addition,the Anoka County Traveler Transit Link,as shown in Figure 20 and Metro Mobility dial-a-ride <br /> services provide transportation for a minimal fee. Transit Link will pick up and drop off passengers <br /> anywhere there is an address or cross t } <br /> street,or anywhere along the regional I <br /> trail as long as the vehicle does not have <br /> to back up. Currently all of the vehicles <br /> are equipped with bike racks so <br /> passengers wishing to bike on the trail <br /> could use Transit Link to preschedule a <br /> trip to/from anywhere along the trail that <br /> a large vehicle can access. <br /> Once built,the trail will provide a no cost <br /> alternative transportation option to Figure 18 <br /> residents in the area. <br /> The trail and any facilities and amenities along the trail will conform to the standards mandated by the <br /> Americans with Disabilities Act. <br /> Page 21 <br />
