Metropolitan Council
v November 6,2007
Dallas Larson,Administrator
City of Centerville
1880 Main Street
Centerville,MN 55038
RE: Environmental Assessment Worksheet(EAW)
Centerville Downtown Redevelopment
Metropolitan Council District 11
Metropolitan Council Review File No.20095-1
Dear Mr.Larson:
As indicated in my October 23 letter Council staff reviewed the environmental assgssment worksheet
(EAW)for the Centerville Downtown Redevelopment area. The proposal involves redevelopment of
Centerville's downtown and environs into a mixed use area of multi-family housing and retail/office
space over a period of five years. The area encompasses over 37 acres of the existing downtown along
Main Street/CSAH 14,plus several blocks to the south on either side of Centerville Road/CSAH 23.
In the October 23 letter staff found the EAW to be incomplete with respect to regional transportation
analysis. On November 5 Council staff received additional information from the City's consultant
regarding potential regional transportation system impacts. This information and analysis satisfactorily
addresses the Council's previous concerns.
With the new November 5 information Council staff finds the EAW complete and accurate for regional
review purposes. The project raises no concerns in terns of regional systems and an Environmental
Impact Statement does not appear wan-anted from a regional perspective.
If you have any questions or need further information with respect to these matters, please contact Bob
Mazanec,Principal Reviewer,at 651-602-1330.
Sincerely,
2
Phyllis son,Manager
Local anning Assistance
cc: Doug Thomas,Rice Creek Watershed District
Jack Jackson,MultiFamily Market Analyst,MHFA
Tod Sherman,Development Reviews Coordinator,MnDOT-Metro Division
Georgie Hilker,Metropolitan Council District 11
Keith Buttleman,Environmental Services
Bob Mazanec,Principal Reviewer-Sector Representative
Ann Braden,Transportation
Joanne Barron, Livable Communities
Linda Milashius,Housing-Livabale Communities
Cheryl Olsen,Reviews Coordinator
Paul Hanson,GIS
Jim Uttley,LPA
V:\REVIEWS\Communities\CentervilleUxttets\Centerville 2007 Downtown Redevelopment EAW#20095-lcomplete.doc
www.metrocouncil.org
390 Robert Street North • St. Paul, MN 55101-1805 , (651)602-1000 • Fax(651)602-1550 • TTY(651)291-0904
An Equal Opportunity Employer
