<br />City of CentervilIe <br />Council Meeting Minutes <br />April 9, 2003 <br /> <br />9. Remodeling of Council Chambers <br /> <br />Ms. Moore-Sykes indicated Staff received two quotes regarding the proposed remodeling <br />and painting of City Hall one from GP and Sons and one from R.I. Shepard Construction. <br />She then indicated that Staff is recommending the GP and Sons quote even though it is <br />slightly higher as it more specifically outlines the scope of the work to be done. <br /> <br />Mayor Sweeney indicated he would abstain from discussion and voting on this matter as <br />he has pending litigation with R.I. Shepard. <br /> <br />Council Member Capra asked where the money would come from for the remodeling. <br />Ms. Moore-Sykes indicated she would need to discuss that with Ms. Paulseth. <br /> <br />Council Member Broussard Vickers indicated she has a hard time believing that the City <br />would save $3,000 in a year in heating costs and she is not sure that she wants to remodel <br />the room if it is going to take five years to recover the costs. She then said that the room <br />is unoccupied most of the time. <br /> <br />Ms. Moore-Sykes indicated that Staff does use the room for meetings. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Paar <br />to table this matter to the next meeting-. All in favor. Motion carried unanimously. <br /> <br />10. Ordinance #39 - Signage <br /> <br />Council Member Paar indicated that some of the local business owners had asked him to <br />review the sign ordinance with Council as they feel it is overly restrictive with regard to <br />temporary signs. He then said that Wiseguys is considering relocating to Hugo when his <br />lease is up because the sign ordinance there is less restrictive and he feels that temporary <br />signage increases business. <br /> <br />Council Member Paar indicated that reading the sign ordinance is a bit confusing and he <br />feels it needs further clarification. <br /> <br />Council Member Broussard Vickers indicated she was part of the group that worked on <br />the sign ordinance and there are restrictions on temporary signage because the City does <br />not want a lot of temporary signs because it looks bad. She then said that allowing them <br />means the potential is there for all businesses to have them all the time. <br /> <br />Council Member Capra indicated she would like to leave the ordinance as it is because <br />she feels it would start to look trashy if all the free signs given to businesses by vendors <br />had no restriction. <br /> <br />Council Member Broussard Vickers indicated that the City had input from business <br />owners while working on the sign ordinance.
