City of Centerville <br /> Council Meeting Minutes <br /> September 23,2015 <br /> 7. Stantec Proposal for Part 1 Wellhead Protection Plan Amendment — Not to Exceed <br /> $7,350 <br /> 8. Successful Performance Review, Lead Project Coordinator Mr. Greg Burmeister <br /> Completion of Year 5 <br /> Mayor Wilharber provided Council Members an opportunity to pull items from the Consent <br /> Agenda for additional discussion. <br /> Council Member King requested that Item #7 be removed from the Consent Agenda for <br /> additional discussion. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Love, to approve <br /> the Consent Agenda Items #1-6 & Item#8 as presented. All in favor. Motion carried. <br /> Council Member King questioned what factors played a part in determining that the Royal <br /> Meadows Development was entirely within the Well Head Protection Area. Engineer Statz <br /> stated that the close proximity of the existing wells determines the area along with many other <br /> factors. Engineer Statz stated that the Department of Health desires for communities to <br /> commence work on their amendments two years prior to when they are due and they are due <br /> every 10 years. Council Member King requested that he receive a copy of the City's current <br /> Wellhead Protection Plan. Engineer Statz stated that the new report would include old and new <br /> maps if modifications were made and that Council Member King would be provided with a copy. <br /> Motion by Council Member Paar, seconded by Council Member Love to approve Consent <br /> Agenda Item#7 as presented. All in favor. Motion carried. <br /> VIII. OLD BUSINESS <br /> 1. Ms. Diane Hankee, City of Lino Lakes City Engineer — West Cedar Street <br /> Agreements <br /> a. Res. #15-OXX — Approving the Joint Powers Agreement Between the City of <br /> Lino Lakes and Centerville Regarding West Cedar Street Paving <br /> b. Res. #15-OXX — Approving Joint Powers Agreements Between the City of <br /> Lino Lakes and Centerville Regarding Maintenance of West Cedar Street <br /> Administrator Ericson stated that Council tabled the above stated agreements at its last meeting <br /> due to lack of history of the project, timing of the work versus the agreement and invited Ms. <br /> Hankee to provide the history, timing events and discuss the agreements. <br /> Ms. Hankee introduced herself to Council and stated she was not the Engineer that was <br /> employed with the City at the time that negotiations took place in late 2014 but she was aware <br /> that the previous City Administrator for Centerville and the Lino Lakes Administrator had <br /> negotiated a price; however, was unaware of the status of the agreement, thought that it had been <br /> approved and proceeded with the work. Ms. Hankee stated that she was excited for the new <br /> development further down on W. Cedar Street since asphalting the roadway allowed for reduced <br /> maintenance costs, she worked with the Public Works Department regarding construction <br /> timelines, driveway aprons, etc. <br /> Page 4of8 <br /> 44 <br />
