City of Centerville <br />Council Meeting Minutes <br />September 9, 2015 <br /> <br />Additional discussion took place regarding the withdrawal of the City of Lino Lakes from the <br />Centennial Fire District and its effects on the budget along with increases in crime associated <br />with the Centennial Lakes Police Department budget computation. Council Member Paar stated <br />that once the City approves and certifies to the County the preliminary budget it cannot be <br />increased but could be decreased. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to adopt <br />Res. #15-029 – Approving the Preliminary 2016 Budget and Tax Levy as presented. <br /> <br />Council Member King questioned whether the increase would be enough to take care of <br />unforeseen expenditures and discussion ensued regarding franchise fees and resident’s inability <br />to write them off versus property taxes on their Federal taxes. <br /> <br />All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #15-0XX – Approving Joint Powers Agreement Between the City of Lino <br /> Lakes and Centerville Regarding West Cedar Street Paving <br /> <br />Administrator Ericson stated that the item is being brought before Council subsequent to the <br />work being completed, the item was briefly discussed with Council in October, 2014 by the <br />previous City Administrator stating that an agreement would be forthcoming and the completion <br />of the project precipitated the research for the agreement and its approval. Both the Public <br />Works Director Palzer and Engineer Statz felt that $10,000 for the paving of the roadway was a <br />more than fair price due to cleanliness of vehicles, building and vehicle repairs. <br /> <br />City Attorney Glaser stated that assessments could be made to benefiting properties after the fact <br />and that the City of Lino Lakes may have a legal recourse against the City for this matter along <br />with an ill working relationship for any future project. <br /> <br />Motion by Council Member Fehrenbacher, motion failed due to lack of second. <br /> <br />Brief discussion was had regarding the procedures taken by Staff on this matter and the City of <br />Lino Lakes’ responsibility for securing an agreement prior to commencing the project. <br /> <br />2. Res. #15-0XX – Approving Joint Powers Agreements Between the City of Lino <br />Lakes and Centerville Regarding Maintenance of West Cedar Street <br /> <br />Motion by Council Member King, seconded by Council Member Love to table Items #1 & <br />#2 until the next regularly scheduled meeting of September 23, 2015. All in favor. Motion <br />carried. <br /> <br />Administrator Ericson was directed to provide Council with information regarding agreements <br />st <br />for maintaining joint roadways such as Mound Trail, 21 Avenue and LaMotte Drive/Circle for <br />the next meeting. <br />Page 4 of 6 <br /> <br /> <br />
