Each participating PEG entity is responsible for encoding <br /> its own SD/HD content in suitable bit rates to be transported by the video interconnect <br /> network without exceeding the 50 Mbps of allocated bandwidth. <br /> 7.2 Cable Service to Public Buildings. <br /> Grantee shall, at no cost to the City or Commission, provide Basic Service and Expanded <br /> Basic Service (currently Prism Essentials) or equivalent package of Cable Service and <br /> necessary reception equipment to up to seven (7) outlets at the Commission Office and at <br /> each Member City City Hall and to each Independent School District, except Blaine High <br /> School, at the current locations located in the Commission area that originates PEG <br /> programming. Grantee shall, at no cost to the City, provide Basic Service and Expanded <br /> Basic Service (currently Prism Essentials) or equivalent package of Cable Service and <br /> necessary reception equipment to up to three(3) outlets at all other government buildings, <br /> schools and public libraries located in the City where Grantee provides Cable Service, so <br /> long as these government addresses are designated as a Household and no <br /> other cable communications provider is providing complementary service at such <br /> location. For purposes of this subsection, "school" means all State-accredited K- <br /> 12 public, and private schools. Outlets of Basic and Expanded Basic Service provided in <br /> accordance with this subsection may be used to distribute Cable Services throughout <br /> such buildings; provided such distribution can be accomplished without <br /> causing Cable System disruption and general technical standards are maintained. Such <br /> outlets may only be used for lawful purposes. Blaine High School will be provided the <br /> functionality to monitor PEG signals through a mutually agreeable alternate technology <br /> at the expense of the Grantee. <br /> SECTION 8. OPERATION AND ADMINISTRATION PROVISIONS <br /> 8.1 Administration of Franchise. <br /> The City's designated cable television administrator, or his/her designee, shall have <br /> continuing regulatory jurisdiction and supervision over the System and the Grantee's <br /> operation under the Franchise. The City may issue such reasonable rules and regulations <br /> concerning the construction, operation and maintenance of the System, as are consistent <br /> with the provisions of this Franchise and law. <br /> 8.2 Delegated Authority. <br /> The City may appoint a citizen advisory body or a joint powers commission, or may <br /> delegate to any other body or Person authority to administer the Franchise and to monitor <br /> the performance of the Grantee pursuant to the Franchise. The Grantee shall cooperate <br /> with any such delegatee of the City. <br /> 33 <br />
