Forecasts <br />The council uses the forecasts developed as part of Thrive to plan for regional systems. Communities <br />should fuse their planning work on these forecasts. The purpose of the plan is to provide leadership and guidance on regional housing needs and <br />challenges and to support Thrive 1MSP 204a The Housing Poficy Plan provides an integrated policy <br />framework to address housing challenges greater than any one city or county can tackle alone. <br />Consistent with state statute (Minn. Stat. 473.859, subd. 2(c) and subd. 4), communities must include a <br />housing element and "Implementation program in their local comprehensive plans that address existing <br />and prcdected housing needs. <br />The Council has also determined the regional need for low and moderate income housing for the <br />decade of 2021-2030 (see Fart III and Appendix B in the Housing Policy Plan). <br />Center ville's share of the region's need for low and moderate inoorne housing is 14 new units <br />affordable to households earning 8 of area median income (AMI) or below.
