City of Centerville <br />Council Meeting Minutes <br />February 24, 2016 <br />equipment bond through Circle Pines. Ms. Arnson also stated the upgrades with provide viewers <br />and producers with state-of-the-art equipment and associated product. Ms. Arnson brought to <br />the Council’s attention that with the Amended and Restated Joint and Cooperative Agreement <br />for the Administration of a Cable Communications System a revision has been made to allow for <br />franchise fees to be utilized for citizen communications (newsletters, business directories, <br />signage, etc.) along with regular cable related expenses. <br /> <br />Discussion ensued regarding the Commission and its efforts and ability to assist the City in <br />upgrades as the current product delivered to residents is not of good. Ms. Arnson stated that <br />many of the member cities are also upgrading equipment and staff is willing to assist and make <br /> <br />recommendations. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love to Adopt Res. #16- <br />011 – Amendment of the Amended Joint & Cooperative Agreement for Administration of a <br />Cable Communications System to Amend the Commission’s Authority to Issue Bonds, <br />Obligations and Other Forms of Indebtedness and to Modify the Member Cities’ Use of <br />Certain Franchise Fees as presented. All in favor. Motion carried. <br /> <br />Motion by Council Member Paar, seconded by Council Member King to Adopt Res. #16- <br />012 – Concurring in the Issuance of G.O. Capital Notes, Series 2016A to be Issued by the <br />City of Circle Pines, Minnesota and Authorizing Execution of a G.O. Capital Note, Series <br />2016A and Levying a Tax for the Payment Thereof as presented. All in favor. Motion <br />carried. <br /> <br /> <br />3.Consider Appointment of Mr. Charles Reinhardt to the Planning & Zoning <br />Commission <br /> <br />Discussion ensued regarding the lack of quorum during the interview process and consensus was <br />to table the item until the next meeting. <br /> <br />Upon discussions with Mr. Reinhardt, he will be out of state for the March 9, 2016 meeting but <br />would be able to attend the March 23, 2016 meeting at 6:00 p.m. <br /> <br /> <br />4.Res. #16-013 – Authorizing Abatement of Special Assessments Certified to Anoka <br />County <br /> <br />Administrator Ericson stated that the presented resolution is to clear up discrepancies that <br />occasionally happen with assessments. This was a housekeeping item. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love to Adopt Res. #16- <br />013 – Authorizing Abatement of Special Assessments Certified to Anoka County as <br />presented.
