He also commented that any officers who work in this area; currently, <br />either with Lino Lakes or Centennial Lakes, he would think would have priority because <br />they know the area and there would be less training involved. <br /> <br />Mayor Sweeney thanked the Commissioners for their comments but clarified that this is <br />an early proposal and there is a lot of discussion and input to take place before a formal <br />proposal is determined. He then asked that everyone exhibit patience as the process <br />moves forward. <br /> <br />Council Member Lee indicated the intent is to reduce costs without reducing police <br />coverage. <br /> <br />6. Resolution #03-013 Amending Resolution #02-064 - Personnel Policy <br /> <br />Council discussed the number ofPTO days that can be carried over. <br /> <br />Council Member Lee suggested it may be in the City's best interest to offer disability <br />insurance. Ms. Moore-Sykes indicated that other cities have short and long term <br />disability insurance so that an employee would not be at home without a paycheck in the <br />event of a long term illness or injury. <br /> <br />Ms. Moore-Sykes indicated that she had researched a disability insurance policy and <br />found that, since there are so few employees that would be covered, 100% participation is <br />required and that would be tough to achieve voluntarily because the policy is age based <br />and can be expensive. She then reCommended determining whether it is more expensive <br />to allow employees to carry over PTO or provide disability insurance. <br /> <br />Council Member Broussard Vickers indicated she felt the PTO part of the policy was not <br />ready for approval and she would like further information. <br /> <br />Ms. Moore-Sykes indicated the amendment to the policy would be Exhibit A for the <br />Resolution. She then said that another issue is how to deal with the sick time that is <br />already on the books for two employees. <br /> <br />Mayor Sweeney indicated the City would need to buyout the sick time but he is not <br />ready to proceed with the Resolution for the PTO portion. <br /> <br />Council Member Capra recommended rectifying Section 6.6. <br /> <br />Page 10 of20 <br />
