"',.:.,, \..' ~..._...l..'.;.\'.............\.......,...~..".............'.~,..\........,U~..,,~\.:..\'....,~;.l...~.:l.t.'h..:;~'~;.;..lah:r',:"~~~ <br /> <br />CenterviIle City Council <br />Meeting Minutes . <br />February 26, 2003 <br /> <br />Ms. Moore-Sykes indicated that Anoka County is required to do an historical <br />preservation district inventory as part of the process. <br /> <br />Council Member Broussard Vickers indicated she did not think it was necessary for <br />Council to continue receiving the Chauncey Barrett infon:nation in their packets. <br /> <br />City Employee Dinner <br /> <br />Mayor Sweeney indicated he had read an article today. at ". 3:30 p.m. in the Qygf1 <br />Community Press about the employee dinner and he is not happy about how the article <br />portrayed him. He then commented that he had made an effort to call the reporter and he <br />was misquoted. He further commented that to suggest that he is having this dinner for his <br />wife, as a benefit, did not sit well with him. <br /> <br />Mayor Sweeney commented that his wife had nothing to do with the suggestion of. an <br />employee meal. He then said that he just started a business this year and it is his opinion, <br />as a business owner and someone with .an employee, that the employee dinner is a <br />legitimate business expense. He further indicated that he had taken his employee and <br />spouse to dinner on his business expense as he feels that treating people properly and <br />making them feel wanted and a part of the business goes a long way toward enhancing <br />the business. <br /> <br />Mayor Sweeney indicated that the reason he suggested the employee dinner was because <br />with all the stress and demands on peoples' time he feels that to have someone say "1 <br />appreciate you" goes a long way and that is his main reason for asking for this dinner. <br />He then clarified that the vote was four (4) to one (1) and the City Attorney. was <br />consulted and provided the opinion that this employee dinner is an acceptable expense <br />that the City can legally do and he takes the City Attorney at his word. . <br /> <br />Mayor Sweeney clarified that the money for the employee dinner will not be coming <br />from the road fund as was stated. He then explained that the City budget contains an <br />awards and appreciation fund with $400 budgeted, as well as, a miscellaneous fund with <br />$500 budgeted. <br /> <br />Mayor Sweeney indicated that if all nine (9) employees and their spouses, the Engineer <br />and his spouse, the City Attorney and his spoilse, and the TimeSaver representative and <br />her spouse attend the dinner at $15 per meal with a 15% tip, the expenditure for all of <br />those people would come to approximately $423 and the motion was for an expenditure <br />up to $500 with Council Members paying for their meals. <br /> <br />Mayor Sweeney read the quote from the Quad Community Press concerning the dinner <br />and clarified that what he had actually said was that he thought it would be a good idea to <br />meet the spouses of the employees and would be a good way for new Council members <br />to meet the employees and for the employees to meet the new Council members. <br /> <br />Page 14 of20. <br />
