He further commented that it would have helped if his comments were <br />included because he had backed up the Mayor. <br /> <br />Council Member Paar commented that Council Member Capra can make her comments <br />as it is a free country but the reporter asked him for his comments and then did . not <br />include them and that made the Mayor look bad unnecessarily and he feels that is <br />inappropriate. <br /> <br />Council Member Capra indicated she did not talk to Mr. Bums, she had received a fax <br />from a lady with an Attorney General finding. <br /> <br />Council Member Lee commented that the article not only made the Mayor looked bad, <br />but the entire Council. He then said that he saw this dinner as an opportunity for <br />teambuilding and to correct a perceived animosity between the Staff and previous <br />Council. He further commented that when this was brought up on January 29,2003 the <br />vote was unanimous and, if it is a fact that this is illegal, that should be stated in the paper <br />but it is not and he feels if it is not fact, it is not only bad taste but malicious to bring it up <br />to the paper. <br /> <br />Council Member Lee indicated he had hoped that the employee dinner would be an event <br />to bring Staff and Council closer together and it is doing just the opposite and he is <br />embarrassed by that and wishes it did'not go this way. <br /> <br />Council Member Lee indicated there was no mention in the paper that City Attorney <br />Hoeft had advised Council on the legality of the employee dinner at the meeting and that, <br />he feels, is a gross error on the part of the Quad Community Press. <br /> <br />Council Member Paar indicated he had brought that up with the reporter and that was not <br />printed. <br /> <br />Council Member Lee indicated he would appreciate it if Council Members obtaining <br />information that was not discussed in this Chamber, provide the information to all <br />members for review. <br /> <br />Council Member Capra commented that she had told Council she felt the dinner was <br />illegal. <br /> <br />Mayor Sweeney commented that it is an Attorney General opinion, not fact. <br /> <br />Council Member Paar indicated he had told the person that called that he would bring her <br />concern. to Council and he has done that. He then stated that he does not agree with her <br />but it is his job to bring the information forward. He further coinmented that he had told <br />her he voted yes for the dinner because he feels the dinner, at a nominal cost to the City, <br />will go a long way toward making the employees feel appreciated and valued which will <br />lead to improved communications and an improved working environtnent. <br /> <br />Page 16 of20 <br />
