<br />Centerville City Council <br />Meeting Minutes <br />February 26. 2003 - <br /> <br />never been a case where something like this has been charged out and he said there will <br />not be here or in any other City. . <br /> <br />.City Attorney Hoeft indicated the dinner is fine for the reasons that other Council <br />Members stated as it is for a public pmpose and to see it as something as a perk that is <br />only a benefit to the current employ~as if the City was adding $25 onto their paycheck <br />is missing the point of how government needs to function in these times of being efficient <br />and cost effective. <br /> <br />Council Member Capra asked if this was written into the personnel policy as <br />compensation, would it be an approved e;xpenditure. <br /> <br />City Attorney Hoeft indicated the expenditure could be legitimized in a number of ways. <br />He then said that to say it is illegal if it is not in the personnel policy is irritating and not <br />worth discussion. He further commented that it is irritating to him that anyone from this <br />Council that was contacted did not go through and disseminate information from the <br />League of Minnesota Cities that would show the opinions given to alleviate some of the <br />negativity and one sidedness of that article. <br /> <br />Ms. Wirth indicated that state employees, in an effort to control spending, have a potluck <br />when they get together and it is very fun. <br /> <br />Council Member Capm indicated that was suggested and not approved. <br /> <br />Mayor Sweeney said he appreciates all the comments and everyone is entitled to disagree <br />with him or any other Council Member but the thing he does not appreciate is having this <br />aired out in the paper after a decision has been made by the Council. He then said that it <br />would be his recommendation that the City look into using another newspaper for <br />publishing its legal notices should the Quad Community Press continue to publish one- <br />sided articles containing misinformation. <br /> <br />Council Member Broussard Vickers indicated she would like to consider other options <br />for the City's legal newspaper. <br /> <br />Mayor Sweeney commented that he feels the news should be reported, and reported <br />accurately, as there are some people that feel if it is in the newspaper it must be true and, <br />in this matter, that is not the case. He then commented that continued misquotes and <br />misinformatiouiwould prompt him to recommend using another newspaper. <br /> <br />CouncilMem1>er Capm recommended Mayor Sweeney contact the newspaper if he <br />believes he was misquoted. Mayor Sweeney indicated that he would prefer that the paper <br />get the information right the first time as this was a front page article and a retmction, if <br />any, would be several pages back and not as Widely viewed. <br /> <br />Ms. Moore-Sykes reminded Council of the upcoming newly elected officials training. <br /> <br />Page 19 of20 <br />
