MODIFICATIONS. Any alterations, variations, modifications, or waivers of the <br />provisions of this Contract shall only be valid when they have been reduced to writing, <br />and signed by authorized representatives of the City and the Contract. <br /> <br />14. SEVERABILITY. The provisions of this Contract shall be deemed severable. If any <br />part of this Contract is rendered void, invalid, or unenforceable, such rendering shall not <br />affect the validity and enforceability of the remainder of the Contract unless the part or <br />parts which are void, invalid or otherwise unenforceable shall substantially impair the <br />value of the entire Contract with respect to either party. <br /> <br />15. MERGER. This Contract is the entire and final agreement between the parties and <br />cannot be changed or altered without written consent of both parties. <br /> <br />16. AUDIT OF RECORDS.
