Get informed. The State Auditor's office on Feb. 10 released a report, titled "Special Study: Local <br />Government Aid and Its Effect on Expenditures," calling for reductions in the amount of Local <br />Government Aid distributed to Minnesota cities with populations greater than 2,500 people. <br /> <br />League staff provide an ini1:ial~najysis_ofthe report in an article published in the Feb. 12 issue of the <br />Cities Bulletin and posted on the LMC web site. The article outlines a number of issues and concerns, <br />ranging from the definitions of "essential" and "non-essential" services; the use of per capita spending <br />as a measure; baseline premises used for the report; and several other items. <br /> <br />Please take time to familiarize yourself with the analysis, and then take action. Now, more than ever, <br />and in light of the report, your participation is needed. <br /> <br />2. Take action. Last week, the League began gathering stories and information on how LGA and <br />MVHC are used by cities to illustrate the diverse impacts cuts to state revenue sharing would have on <br />communities. Now, more than ever, we urge cities that have not already taken action, to provide us <br />with responses to the following questions: <br />1. What percentage do LGA and MVHC comprise of your city's general fund budget? <br />2. How does your city use LGA and MVHC? <br />3. What services will most likely be affected by reductions in LGA and MVHC? <br /> <br />Responses should be sent by Feb. 18 to Stephanie Lake, LMC, at .Qlq.k~lIlllJ.Q,9l'g or by fax to: (651) <br />215-4141. <br /> <br />3. Stay involved.
