<br />2 Public Works Maintenance Staff members - maintains parks, streets, <br />water/sewer infrastructure (covered by International Union of Operating Engineers Local 49 - <br />AFL - cm Contract) <br /> <br />Administration - <br />1 City Administrator <br /> <br />1 City Clerk - elections, agenda packets, secretarial, research, phones, web site, Quad <br />publications, etc. <br /> <br />1 Receptionist - phones, agenda packets, secretarial, pennits, cable, web site, etc. <br /> <br />Finance - <br />1 Finance Director <br /> <br />1 Utility Billing Clerk - utility billings, bookkeeping, accounts payable, accounts <br />receivable, payroll, assist Finance Director, etc. <br /> <br />Clearly, we cannot afford to lose any employees before the production of work is affected <br />at City Hall. Each and every job is important for many reasons and we need to do what <br />we can to retain those employees. Because Centerville is a small community, as an <br />organization, we cannot afford to add to staff when new projects or mandates need to be <br />addressed. Obviously, this means that existing staff needs to reprioritize time and other <br />job duties to accommodate the addition of new projects or duties. And, it has been my <br />experience that these employees do take on additional duties and projects without many <br />complaints. <br /> <br />II. Overtime Accrual: <br />Unionized employees - <br />· Overtime after working 8 hours <br />· Able to convert Overtime pay to Compensatory Time <br />· Compensatory Time is capped at 80 hours (thus limiting the City's <br />financial liability ) <br /> <br />Non-unionized employees - <br />· Overtime after working 40 hours <br />· Paid Overtime only; no choice to use Compo Time; <br />must be used in the time period earned. <br />· No compensation for approved overtime in a pay period when <br />employees use non-productive time. <br /> <br />The previous personnel policy indicated that non-union employees would be <br />compensated for any hours worked over eight (8) hours in any given business day. <br /> <br />While the discrepancy in treatment between the union and non-union employees needs to <br />be addressed, so does the issue of employees loosing overtime pay when the approved <br />overtime they worked falls in a pay period when there is a holiday or the employee is <br />
