<br />V. Personal Time Off (PTO) <br />The former Council considered converting vacation and sick leave to <br />Personal Time Off (PTO) but decided that because they wanted the revised personnel <br />policy in place by the end of the year, they would provide succeeding councils that <br />opportunity to make this decision. The major benefit ofPTO is that it recognizes <br />employees as responsible adults, allowing them to manage their own accrued leave time <br />and using it as it fits their needs. Of course, all time off is required to be approved by the <br />City Administrator before it is used. <br /> <br />VI. Reimbursement for Training and Education: <br />This issue has become a point of contention for Staff because the current <br />personnel policy and unionized contract do not specify training and education to be work <br />related. Both simply state that the City encourages training and education and career <br />development. There is no discussion in either document about the need to have this <br />training and education work related. Employees has observed other employees being <br />reimbursed for educational expenses that were not job/work related. <br />
