A campaign supporting the <br />council-manager form may be necessary before a community or council vote on the referendum. For <br />detailed information about the implementation of the council-manager plan in your community, <br />suggested contacts include: <br /> <br />. Organize a citizens' committee <br /> <br />It is essential that a committee be organized to lead the campaign in support of the council- <br />manager fonn. The citizens' committee should have centralized leadership and be broadly <br />based, including as many segments of the community as possible. <br /> <br />2.
