<br />"" <br /> <br />METRO DIGEST <br /> <br />· authorized its Regional Administrator to <br />negotiate and execute an engineering <br />services contract for design and construction <br />support services for the Lift Station <br />Supervisory Control and Field Telemetry <br />Project with Arden Environmental <br />Engineering at a cost not to exceed <br />$1,175,000. <br /> <br />Relief and Brownfields Revitalization <br />Act up to the amount of$5.2 million; <br />and <br /> <br />2. authorized staff to administer the funds <br />as follows: <br /> <br />· authorized its Regional Administrator to <br />execute a Relocation Agreement with <br />Williams Pipe Line Company for the <br />relocation of pipeline facilities at the <br />Empire Wastewater Treatment Plant at a <br />cost not to exceed $325,000; Empire Plant <br />Expansion and Lift Station Project, MCES <br />Project No. 800910. <br /> <br />a. $200,000 for petroleum assessment <br />in partnership with MEI's Resources <br />for Redevelopment (R4R) program; <br />and <br /> <br />b. up to $5 million revolving loan fund <br />(RLF) grant program that includes <br />at least 60% of the funds for loans <br />available as an RLF and no more <br />than 40% of the awarded funds as <br />subgrants. <br /> <br />· authorized its Regional Administrator to <br />enter into a construction contract with Rie- <br />Man Construction, Inc. for construction of <br />Woodbury L 73 Tunnel in the amount of <br />$13,148,519.50. <br /> <br />· reviewed the city of Corcoran's <br />Comprehensive Plan Update and approved <br />the following recommendations: <br /> <br />· authorized its Regional Administrator or his <br />designee to administer a targeted grant to <br />the University of Minnesota, Water <br />Resources Center, from ]\vletroEnvironment <br />Partnership Grant Prograrn junds in an <br />amount not to exceed $100,000 for the <br />development and initial implementation of a <br />Natural Resources Inventory Education <br />Program. Additional funding sources will <br />be sought for implementation beyond the <br />grant period. <br /> <br />I. allow the city of Corcoran to put its <br />Comprehensive Plan into effect; <br /> <br />2. require the city of Corcoran to take the <br />following actions prior to the provision <br />of regional wastewater services: <br /> <br />a. participate in the Livable <br />Communities Act (LCA) program, <br />including an LCA Housing Plan; <br /> <br />b. submit an adopted Erosion Control <br />Ordinance by May 2003; <br /> <br />Livable Communities <br /> <br />· considered applying to the Environmental <br />Protection Agency (EPA) for Brownfield <br />Clean-up funding and took the following <br />actions: <br /> <br />c. submit a local surface water <br />management plan within 120 days <br />of adoption of the Elm Creek <br />Watershed District's updated plan; <br /> <br />1. authorized staff, in cooperation with the <br />Minnesota Environmental Initiative <br />(MEI), to apply for a grant to the EP A <br />under the new Small Business Liability <br /> <br />d. submit the Parks Plan for Council <br />review; <br /> <br />e. submit a water supply plan or inter- <br />community agreements and, as <br /> <br />Page 2 <br /> <br />December 2002 <br />
