The attached
report shows data in place as of December 31,2002, and is due January 31,2003.

The Department of Employee Relations (DOER) will make an official determination as
to whether or not the City of Centerville is in compliance with the Local Government Pay
Equity Act. We have no way of predicting the official determination; however, initial
reports prepared with the assistance of DOER software indicate that Centerville is not in
compliance.

The health insurance benefit disparity appears to be at the root of compliance issue.
Under the terms of a collective bargaining agreement, a male-dominated job class
inadvertently receives a greater health insurance benefit than all female classes. After
performing various tests on the DOER software, we believe that equalizing the health
insurance benefit over all classes will bring our jurisdiction into compliance.
