Staff Report <br />Date: November 16, 2016 <br />terviffe <br />Esw tsha.t8Si <br />To: Honorable Mayor and Council Members <br />From: Ellen Paulseth, Finance Director <br />Re: Utility Rates <br />Water, Sewer, and Storm Water Rates <br />The Metropolitan Council raised the City's Municipal Wastewater Charge for 2017 from <br />205,214 to 229,065, or 12%, over the current, year. Attached is a water & sewer rate <br />analysis. <br />I would recommend raising the sewer rates for 2017 by at least 10% to maintain <br />an adequate reserve for capital replacement. <br />I would also recommend raising water rates for 2017 by 3% to keep pace with <br />inflation. Utility rates have not been raised in two years. <br />The storm water drainage fee has not increased in several years. It is currently $55.80 <br />annually. The fund balance is not adequate enough to dredge one pond. <br />I would recommend raising the Storm Water fee by $4.20/year to $60 per year, or <br />$5 per month. <br />
