City of Centerville <br />Council Meeting Minutes <br />February 8, 2017 <br />Mr. Jon Pederson, Owner, Mr. Jay Thorson, Daily Companies and Russ Rahella, Rosa Architectu, <br />Group. <br />Mr. Thorson provided an architect's drawing of the proposed building and stated that they desire to <br />meet all City requirements. He appreciated Staff's assistance in all aspects of planning and <br />construction of the new building. Mr. Pederson stated that Ruff idge Johnson Equipment Company <br />has been in business for 70 years and desires for his reputation to be strong by showcasing the <br />exterior of the property and building. Both individuals thanked City Staff for all their work. <br />Mayor Paar requested that Mr. Pederson provide Council with the businesses' history. Mr. Pederson <br />stated that he was hired by the firm in 1978 as a sales person and several years later bought the <br />business. He stated that they provide sales and service of asphalt and aggregate equipment but do not <br />services vehicles. He stated that the business has 13 employees with a fixed customer base and have <br />3 to 4 mechanics who are Local 49ers. Mr. Pederson stated that he is a small-town guy who has <br />served on Osseo's Economic Development Committee and keeps an apartment there for residence <br />during the week. On weekends he resides in New London/Spicer, MN. <br />He reminded Council that he is paying the full sale price with a 1031 land exchange. He noted it will <br />take six (6) months to construct the proposed building and looks forward to being a good steward in <br />Centerville. <br />Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br />Planning & Zoning Commission's Finding of Fact and Conditional Use Permit for 20f <br />Commerce Drive — Ruffridge Johnson Eauipment Company. All in favor. Motion carried. <br />8. Centennial Fire District — Purchase of Ladder Truck <br />Mayor Paar stated that the company who sold the new fire truck, Engine #3 had approached Chief <br />Lundstrom regarding an opportunity to purchase a 2002 ladder truck. He noted the price of $150,000 <br />versus brand new for $1 million. The purchase includes a one year warranty, 20% down and <br />financing for three (3) years at no interest. Chief Lundstrom stated that he believes that with the <br />purchase of this new truck, the cities will be in compliance with ISO rating requirements and <br />individual property owner insurance rates will stay the same or decrease. He stated that the <br />Centennial Fire District Fire Steering Committee approved the purchase during a special meeting and <br />he is sharing this with each City Council. He stated that due to prioritizing medical calls and <br />deceasing duplication of services provided by alternative entities, the budget allows for such a <br />purchase. He stated that funding has been set aside for 2018 and 2019 for the purchase of a pumper <br />truck. Chief Lundstrom explained that the proposed ladder truck is a "quint" which means that it <br />delivers five (5) different services such as a 75" LT1 aerial ladder, 500 gallon tanker, waterous 1,500 <br />GPM fire pump, ground ladders, fire hoses and is scheduled to arrive on Friday. <br />Brief discussion took place regarding the necessity of providing aerial services to buildings similar to <br />Ruffridge Johnson's proposed building, firefighter morale, the donations that are being provided by <br />neighboring communities such as (pike poles, hoses, etc.), funding for the new engine by paying the <br />second quarter budget payment early and the Chief's dedication to the Department, firefighters ant4 <br />budget. <br />Page 3 of 8 <br />8 <br />
