City of Centerville <br />Council Meeting Minutes <br />February 8, 2017 <br />4. Liability Coverage — Waiver Form (Does Not Waive) <br />City Attorney Glaser stated that every years the City must determine whether or not to waive tort <br />liability limits and he suggested that the City does not waive them. <br />Motion by Council Member Love, seconded by Council Member Montain to Not Waive Tort <br />Liability Limits for 2017. All in favor. Motion carried. <br />5. Liquor/Tobacco License — New License, 1875 Main Street (JJ Barrel DBA Liquor Barrel <br />of Centerville) <br />Administrator Ericson stated that a purchase agreement has been signed by Jun Jian to purchase this <br />business, he has submitted all appropriate documentation and fees and received a successful <br />background investigation by the Centennial Lakes Police Department. Administrator Ericson stated <br />that the licenses will become effective March 1, 2017. <br />Motion by Council Member King, seconded by Council Member Koski to Approve <br />Liquor/Tobacco, License — New License, 1875 Main Street (JJ Barrel DBA Liquor Barrel of <br />Centerville). All in favor. Motion carried. <br />6. Snow Plow Policy <br />Administrator Ericson stated that following discussions with the Public Works Director, it was <br />requested that Council consider decreasing the existing policy from 3" to 1.5" or 2" allowing for <br />discretion with wet snow, snow received just prior to warmer temperatures or rate of accumulation. <br />Lengthy discussion ensued regarding the Public Works Director's discretion to make judgement calls, <br />public safety, and roadway longevity. <br />Attorney Glaser stated that currently the Public Works Department is working under a policy and not <br />an ordinance similar to a guide. He suggested modifying the policy to reflect 1.5" rather than 3" and <br />include language after the existing language contained in 2., D. "Any weather condition(s) which <br />impacts public safety". <br />Motion by Council Member Love, seconded by Council Member Koski to Amend the Current <br />Snow Plow Policy to Amend 2., A. from 3" to 1.5" and 2., D. to Include the Sentence "Any <br />weather condition(s) which impacts Public Safety". All in favor. Motion carried. <br />Administrator Ericson stated that he would forward the policy to Chief Coan allowing the Police to <br />dispatch the Public Works Department upon the roadways being unsafe. <br />7. Commission/Committee Stipend <br />Administrator Ericson stated that the current stipend for Committee/Commission members is <br />$20/meeting equaling $3,360 for the seven (7) member boards. He stated that he spoke with Finance <br />Director Paulseth and she said funds are available for an increase of $20 to $30/meeting/member. <br />Page 6of8 <br />11 <br />
