I am part of a Civil Affairs unit preparing to deploy in the next year. When we deploy, we work with the civilian population and local governments to figure out the capabilities of their public services, public safety, and public administration. We would like the opportunity to meet and speak with you and other officials in your city so we can practice our skills prior to deploying. We get several benefits from this. It affords us the opportunity to practice meeting with people and asking the right questions so when we are deployed, it is something we are accustomed to and good at. Also, it gives us an idea of how a well-functioning government operates at the local level, and how with somewhat limited resources, you are able to still meet the needs of your citizens i.e. joint powers agreements, mutual aid agreements, etc. If we learn how you are able to do things, we can use that information as a baseline of how to establish that in underdeveloped countries. When I was with a previous unit, we did this with the City of Blaine, and the experience was very beneficial during our deployment. However, Blaine is very large and most of the towns/villages we worked with when we deployed were small, so working with a smaller community/government may be more beneficial to our Soldiers this time around. The difficulty or challenge this may present is that our unit only gets together 1 weekend per month, so we would likely c be able to meet with people on Saturdays. We would like to start this in March if possible. 82
