I am part of a Civil <br />Affairs unit preparing to deploy in the next year. When we deploy, we work with the civilian population and local <br />governments to figure out the capabilities of their public services, public safety, and public administration. We would <br />like the opportunity to meet and speak with you and other officials in your city so we can practice our skills prior to <br />deploying. We get several benefits from this. It affords us the opportunity to practice meeting with people and asking <br />the right questions so when we are deployed, it is something we are accustomed to and good at. Also, it gives us an idea <br />of how a well-functioning government operates at the local level, and how with somewhat limited resources, you are <br />able to still meet the needs of your citizens i.e. joint powers agreements, mutual aid agreements, etc. If we learn how <br />you are able to do things, we can use that information as a baseline of how to establish that in underdeveloped <br />countries. <br />When I was with a previous unit, we did this with the City of Blaine, and the experience was very beneficial during our <br />deployment. However, Blaine is very large and most of the towns/villages we worked with when we deployed were <br />small, so working with a smaller community/government may be more beneficial to our Soldiers this time around. The <br />difficulty or challenge this may present is that our unit only gets together 1 weekend per month, so we would likely c <br />be able to meet with people on Saturdays. We would like to start this in March if possible. <br />82 <br />
