Streets included in this work would be: <br />• Sorel Street from '/z block west of Goiffon Road to Progress Road <br />• Goiffon Road from Sorel Street to Heritage Street <br />• Heritage Street from Centerville Road to about 3/ block east of Progress Road <br />• Progress Road from Main Street to Heritage Street <br />Due to issues with public bidding law, change orders exceeding 25% of the original contract are, <br />generally, not allowed. Our estimate of the cost for an overlay of the downtown area would <br />exceed that threshold. <br />Additionally, if the council wished to assess properties, in the downtown area, for the overlay, we <br />would need to go through the Chapter 429 process to include those homes and businesses on the <br />assessment roll. <br />Therefore, we see two options: <br />1. Begin the Chapter 429 Process and solicit separate bids for the downtown area. Construct <br />an overlay in the downtown this summer. Note that the contractor for the 2017 Thin Overlay <br />would be able to bid on this work. <br />2.
