CITY OF CENTERVILLE <br />,erva MONTHL Y ENGINEER'S REPORT <br />For the May 10, 2017 City Council Meeting <br />stabhched X';, - <br />Italics = New information. <br />Normal = No change from last report. <br />1. 2017 Thin Overlay Program (193803766). A preconstruction meeting was held with Valley Paving <br />on 5/3. A construction schedule will be provided at the City Council meeting. <br />2. Wellhead Protection Plan Update — Phase I (193803358). We are still waiting for feedback and <br />approval from the MN Department of Health. Once approval is given, the final delineation runs will be <br />conducted and the Part 1 report will be wrapped up for final submittal. <br />3. Water Supply Plan (193803563). The Water Supply Plan has been updated per the Department of <br />Natural Resources comments. Once the DNR and Met Council review the document again, we will <br />assist with comments if needed. Work is on hold until comments have been received (timeframe <br />unknown). Thanks to all city staff who helped gather data for the plan. <br />4. Miscellaneous (193803811). <br />• Centerville Elementary School — Greg Burmeister has been in touch with the contractor and <br />is working with them on punch list, restoration, and landscaping items. This is an active NPDES <br />permit which will need to be documented. <br />• Mattamy Homes (Lino Lakes) — Mattamy is selling all their Minnesota holdings, including <br />the east Lino Lakes properly. They are working with a potential buyer, The Lino Lakes City <br />Council just extended the preliminary plat approval through December of this year. We expect <br />to see something in the next two to three months <br />• Stormwater Reuse at LaMotte Park — A spring start-up of the system is scheduled for <br />Thursday 5/4. During this start-up, a pressure test will be conducted to better measure the <br />operating pressure of the system. This will help us accurately quantify the amount of <br />Stormwater being used. This information is key to resolving the issue of of how much banked <br />stormwater credit the city has as a result of the use of this system. Air sampling results, from <br />the Dept, of Health s study at LaMotte Park will be discussed with the City Council <br />• 21st Avenue Distribution Center (Lino Lakes) — Curb and gutter construction on 21st Ave. <br />began on 5/3, with paving set to follow shortly atter. We would expect final restoration within <br />a month or so. <br />• Rehbein Black Dirt Operation We are still awaiting a Stormwater Pollution Prevention Plan, <br />prepared by a qualified individual to be submitted as required by their Interim Use Permit. A <br />letter reminding Mr. Rehbein of this requirement was recently sent. The MPC4 has determined <br />that the site does not meet the definition of an Industrial Use and will therefore, not need an <br />Industrial Use Permit, through their agency, administered by the local MS 4 permit holder <br />• Ruffridge-Johnson Site Development — The City Council agreed to an extension of the <br />purchase agreement at their last meeting. The sale was delayed because R7 was unable to <br />close on the sale of their Minneepolls properly, However, R7 continues to work with a <br />developer and anticipated their sale to go through within the next 10 months or so. <br />• Sewer, Water, and Stormwater Rates — We presented information on utility rates to the <br />council at previous workshops. This information should be revisited as budget discussions <br />resume for 2018. <br />• Waterworks Site — The building offic/al and City Attorney continue to work with the property <br />owner to facilitate building demolition. <br />• Downtown Overlay/Reconstruction/Water Main — A city intern is working on a grant <br />application for infrastructure in the downtown. <br />• Comprehensive Plan — A proposal for the completion of the Comprehensive Plan has been <br />submitted to City staff.' The Comprehensive Plan must be completed by the end of 2018. <br />• Local Water Plan — This is an update to what was formerly known as the city's Surface Water <br />Management Plan and is separate from the Wellhead Protection Plan and Water Supply Plan, A <br />proposal for the completion of the Local Water Plan has been submitted to City staff. <br />109 <br />
