CITY OF CENTERVILLE <br />ANOKA COUNTY, MINNESOTA <br />ORDINANCE # <br />SECOND SERIES <br />AN ORDINANCE AMENDING CITY CODE ESTABLISHING A PERSONNEL BOARD <br />THE CITY COUNCIL OF THE CITY OF CENTERVILLE ORDAINS: <br />Section 1. The City Code is hereby amended by inserting a new Section into Chapter <br />31 as follows: <br />SECTION 31.03. ESTABLISHMENT OF PERSONNEL BOARD <br />Subd. 1. The purpose of this section is to establish a Personnel Board. The <br />Board is a subset of the City Council that can act with greater flexibility than the Council. <br />The Board's main purpose is to research and investigate high-level and policy level <br />personnel matters for the limited purpose of making recommendations to the Council. <br />The Board is also granted a limited role in specified areas calling for the immediate <br />involvement of members of the Council; subject to ultimate ratification by the Council. <br />The Board is not intended to involve itself in the day-to-day operations of the City or <br />infringe on the authority of the City Administrator. <br />Subd. 2. Establishment and Composition. A Personnel Board is hereby <br />established and shall consist of two members of the City Council and the City Attorney. <br />The Board is an ad hoc board of the Council, and the other provisions of this chapter <br />shall not apply to its operations and duties. The Board shall convene only when <br />necessary to fulfill its duties. <br />Subd. 3. Duties. The Personnel Board shall have the responsibility to: <br />a) Evaluate the work performance of the City Administrator; report same and <br />make appropriate recommendations to the Council; <br />b) Examine employment related activities and policy questions in order to make <br />recommendations to the Council; <br />c) Assist with union contract negotiations; and, <br />d) Make recommendations to the Council for the hiring, termination or <br />suspension of any Department Head or City Administrator. The Board may <br />take interim action to suspend any Department Head or City Administrator for <br />violating the law, dereliction of duty, or other employment infractions effective <br />until the next Council meeting when they may affirm, modify or rescind the <br />suspension. <br />Subd. 4. Notice and Reporting. All members of the Council shall be notified <br />when the Board convenes. When advance notice is not practical, notice shall be given <br />22 <br />
