City of Centerville <br />Council Meeting Minutes <br />May 10, 2017 <br />2. Discussion on City Council Meeting Day and Time <br />City Administrator Ericson stated that this item was included in the 2017 City Council <br />Focus Goals. He reported that both the Planning & Zoning Commission and Parks & <br />Recreation Committee have considered this item and desire to have their meetings remain <br />on the same day. <br />Council Member Koski desired for this item to be considered as he and others on <br />Committees/Commissions travel throughout the work week and he feels that the <br />Committees/Commissions/Council may obtain more interest from the public in becoming <br />members if meetings were held on Mondays or Thursdays. <br />Consensus of Council was to remain meeting on Wednesdays but consider the possibility <br />for change closer to the end of the year. <br />3. Local Water Plan Proposal from City Engineer <br />Engineer Statz stated that he and Mr. Burmeister and Mr. Palzer recently attended a Rice <br />Creek Watershed District workshop to review new requirements to produce a Local <br />Water Plan which will become a part of the City's Comprehensive Plan. He stated that <br />this plan takes the place of the City's Surface Water Management Plan (SWMP). He also <br />stated that the Watershed needs a review period and has scheduled the City's completion <br />date as late as possible (July, 2018). Engineer Statz stated that the name of the document <br />has been modified along with several new requirements. <br />Mayor Paar stated that this plan will become a part of the City's Comprehensive Plan and <br />is required. Mayor Paar had concerns regarding City control and stated that recently <br />meetings were held with both Representative Runbeck and Senator Chamberlain <br />regarding support for municipal control. <br />Council Member Montain questioned stormwater ponds and working in conjunction with <br />other entities. Engineer Statz stated that Stantec would be working with other local <br />entities when needed and explained the difference between the City's Stormwater <br />Pollution Prevention Plan (SWPPP) and Surface Water Management Plan (SWMP) by <br />stating that the SWPPP involves water quality and the SWMP involves managing storm <br />water and quantity of it. Council Member Montain again questioned agreements for <br />maintaining storm water ponds (public or private). Administrator Ericson stated that <br />RCWD is working on it and would bring back to Council. <br />Engineer Statz suggested that Council discuss the plan at a work session. He also stated <br />that it would cost the City approximately $24,000 to complete the plan. Administrator <br />Ericson stated that the funds would be expended from the Storm Water Enterprise Fund. <br />Motion by Council Member Love and Seconded by Council Member Koski to <br />Accept the Proposal from Stantec to Complete the City's Local Water Plan as <br />Page 5 of 8 <br />
