City of Centerville <br /> Planning and Zoning Commission <br /> June 6,2017 <br /> 1. None. <br /> VII. NEW BUSINESS <br /> 1. Comprehensive Plan <br /> a. Stantec Proposal <br /> b. WSB & Associates Proposal <br /> C. Stantec Water Plan <br /> City Administrator Ericson presented the proposal from Stantec to update the City's Local Water <br /> Plan (LWP) at an amount of$24,000 which Council approved. <br /> The Commission reviewed the proposals from both Stantec and WSB & Associates. City <br /> Administrator Ericson stated that he had been working with Stantec for several months to revise <br /> the scope of services to reduce the fees. He noted that he has a fiduciary responsibility to the City <br /> and professionally requested a proposal from WSB & Associates who is completing <br /> Comprehensive Plans for a number of neighboring cities. Subsequent to thorough discussion the <br /> Commission agreed that the WSB & Associates proposal for $33,000 for the same work is <br /> significantly less than the $48,000 from Stantec. <br /> Motion by Commissioner Ganzel, seconded by Chair Mosher to Recommend to Council <br /> Acceptance of WSB's Proposal for the City's Comprehensive Plan at a Cost of $33,000 as <br /> presented. All in favor. Motion carried. <br /> 2. Concept Plan, Mini-Storage, 6965 —20th Avenue South <br /> Mr. Mike Brass, Coliers and Mr. Ray Prubon presented a Concept Plan for a mini-storage facility <br /> on the Lessard property which he has listed. Mr. Don Hawkins from Eau Claire, WI was present <br /> and noted he has built many of these with his first at 19 years old. Mr. Prubon stated what <br /> businesses are allowed in the B-1 zoning district and this would be a low-profile, very quite <br /> business adjacent to residential housing. He noted that they were meeting with Rice Creek <br /> Watershed District to discuss the wetland delineation issues. The landscaping would include <br /> spruce trees for screening and fencing for the six (6) buildings, 8,000 square feet which are well <br /> done and stone faced. <br /> Commission members asked a number of good questions for the development team. <br /> Commissioners agreed that it would e a good addition to the City and supported the Concept Plan. <br /> 3. Request for Parking Relief—Mr. Chad Wagner, 6781 Beaver Pond Way <br /> Mr. Chad Wagner requested that the Commission discuss the current City Code regulating on- <br /> street parking. Commissioners reviewed the map of the resident's neighborhood and noted the <br /> location of his home. After thorough discussion the Commission agreed to no modifications in <br /> Code and if short-term permits were needed the resident could apply. <br /> Page 2 of 3 <br />
