City of Centerville <br /> Council Meeting Minutes <br /> July 26,2017 <br /> Glaser stated that the 429 process does allow for deferment in particular cases; senior citizens, <br /> veterans and disabled individuals. <br /> Discussion ensued regarding the $1,850 connection fee, does it increase and at what time is it <br /> paid. Engineer Statz stated that the connection fee is considered by Council on an annual basis <br /> through the fee schedule and the fee is charged when a home connects to the municipal system. <br /> Discussion ensued regarding the value of a water connection and City Attorney Glaser stated that <br /> it does increase the value of the home through its market value. Mayor Paar noted that LaValle <br /> Drive and the downtown area are the only two areas that do not have municipal water available. <br /> Lengthy discussion was had regarding timing, lateral fee increase, waiving the deadline date for <br /> those individuals that pay the lateral fee, incentives for connection, length of the assessment, etc. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Require <br /> Payment of $6,500 (Water Lateral Fee) by the 42 Residents that Have not Connected to <br /> Municipal Water Services in lieu of Assessment by November 1, 2019 and if Not Paid, the <br /> City will Specially Assess Those Fees. The Water Lateral Fee will Increase in 2019 to <br /> $8,000. Council Member King opposed. Motion carried. <br /> Motion by Council Member Love, seconded by Mayor Paar to Require Municipal Water <br /> Connection Upon Sale of Home, Failure of Existing Well Exceeding $1,500 in Repairs or <br /> Issuance of a Building Permit with a Significant Addition to Increase the Value of Home by <br /> $10,000 or More. <br /> Lengthy discussion ensued regarding the definition of"significant" or "determining value". <br /> Council Member Love made a friendly amendment to his motion to state "Issuance of a <br /> Building Permit with Greater Than 33% Increase in Square Footage". Mayor Paar <br /> Accepted the Amendment. <br /> Additional discussion took place. <br /> Council Member Love made a friendly amendment to his motion to include "Remove <br /> Sunset Date from Code". Mayor Paar Accepted the Amendment. Council Members <br /> Montain and King Opposed. Motion carried. <br /> Discussion ensued regarding staffs continued research for grant assistance. <br /> City Attorney Glaser stated that Council may desire to consider when water becomes available to <br /> a property what the rules and regulations for those projects should be. <br /> Motion by Council Member Montain, seconded by Council Member Love when Municipal <br /> Water Service are Available, all Parties will be Assessed the Water Lateral Fee at the Time <br /> of Installation. <br /> Discussion ensued. <br /> Page 5 of 7 <br />
