City of Centerville <br /> Planning and Zoning Commission <br /> September 5,2017 <br /> in the motion for item VII., 1.) All voted in favor except Haiden who abstained. Motion <br /> Carried. <br /> V. PUBLIC HEARING--None <br /> VI. OLD BUSINESSS <br /> 1. Peltier Estates - Consider New Concept Plan, 7357-20th Avenue North <br /> Todd Christianson and Gordon Christianson were present representing the project <br /> developer, Diamondview Partners, LLC. <br /> Todd Christianson presented a new concept plan for the development. The highlights of <br /> the plan are: <br /> a. Curved street with cul-de-sac. <br /> b. 24 detached townhomes with double garages. Unit value estimated <br /> between $400,000 and $475,000. <br /> c. Trail would be constructed through wetland to Brian Drive. <br /> d. To minimize impact to wetlands, setbacks from the street are reduced. <br /> e. Off-street guest parking for 8 cars is proposed at two locations. <br /> £ Plan as drawn proposes a private street but prefers a public street. <br /> g. The development would be connected to City water and sanitary sewer. <br /> h. The drainage would be treated on site in accordance with RCWD rules. <br /> A RCWD permit has been applied for and approval is expected by <br /> October 12, 2014. <br /> i. The development is being done in partnership with Sharper <br /> Communities, a Sharper Homes company. <br /> The Commissioners asked several questions to clarify the development plans. <br /> Commissioners generally embraced the proposal but preferred a public street, rather than <br /> private. The developer responded that he will modify the plan to meet the city street design <br /> standards and adjust building setbacks as much as possible. <br /> Administrator Larson noted that the project needs approval of three separate process <br /> provided in city code. First is a rezoning from R-1 to R-2. Second is a subdivision <br /> approval. Third is approval of a Planned Unit Development. <br /> It was also noted that there is currently a subdivision request pending for the earlier plan <br /> that included a through street connecting to Brian Drive. That request will need a formal <br /> rejection from the City, unless the developer chooses to withdraw that application. Mr. <br /> Christianson stated that he will withdraw that application in favor of the new proposal. <br /> Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to <br /> schedule a public hearing to consider the three planning proposals, (rezone, <br /> subdivision & PUD) for October 3, 2017 at 6:30 p.m. All present voted in favor of the <br /> motion.
