City of Centerville <br /> Council Meeting Minutes <br /> October 11,2017 <br /> Council was slightly confused with the information contained in the packet versus handouts <br /> given to the P & Z Committee, private or public roadway beim proposed, the importance of <br /> RCWD findings and Anoka County's approval for access onto 20t Avenue. <br /> a. Findings and Recommendation for Re-Zoning from R-1 to R-2 <br /> b. Ord. #XX, Second Series —Rezoning Certain Property from R-1 to R-2 <br /> C. Findings and Recommendation for Conditional Use Permit/Planned Unit <br /> Development <br /> d. Findings and Decision for Subdivision Approval <br /> Motion by Council Member Love, seconded by Council Member King to Extend the <br /> Request of Diamond View Partners, LLC/Sharper Communities, LLC for Preliminary <br /> Plat, Rezone & Planned Unit Development (PUD) for Sixty (60) Days. All in favor. Motion <br /> carried. <br /> Additional discussion took place whether the item needed to be sent back to P & Z, the flexibility <br /> of a Planned Unit Development and road standards. Engineer Statz stated that he would provide <br /> Council with an additional report prior to the next time the item appears before them. <br /> Council desired to express their willingness to continue working with Sharper Communities, <br /> LLC on the proposed project. <br /> 2. Storm Damage <br /> Interim Administrator Larson reviewed with Council the presented breakdown: adjuster estimate <br /> and three (3) bids from (Bear Roofing & Exteriors, Lifetime Construction and Viking). He <br /> stated that additional items of needed repair were brought forward by bidders and those items <br /> would be reconciled. He also stated that the City would incur minor additional expenses as <br /> damages that are non-storm related would make sense to be dealt with at this same time. <br /> Discussion ensued regarding the need for the same quality of existing materials to be replaced, <br /> the City's insurance provider being the League of MN Cities Insurance Trust and need for <br /> continued discussions with the insurance adjuster. <br /> Motion by Council Member Montain, seconded by Council Member King to Approve the <br /> Submitted Proposal by Bear Roofing & Exteriors Ensuring Like for Like Materials are <br /> Utilized. Council Member Love abstained. Motion passed. <br /> 3. Set Date for Review of Rehbein Dirt Operation <br /> Interim Administrator Larson stated that several requirements of the current Interim Use Permit <br /> (NP) have not been met or are in current violation. He stated that additional soil has been <br /> brought to the site when dirt was to be leaving the site, a SWPPP has never been submitted, <br /> debris on the roadway and general items of change due to the construction of the distribution <br /> center construction.
