'\

Mtnlo~~~

TO: Honorable Mayor and Council Members

FROM: Teresa Bender, City Clerkl~Interim City Administrator

SUBJECT: Personnel Policy

DATE: December 15, 2004

There are several items contained in the personnel policy that Staff would desire Council
to consider modifying:

Some staff members would like to have the opportunity to maximize the benefit
the City affords them under the Cafeteria Plan. They would like an option to
waive coverage for the Public Employees Insurance Program as currently outlined
on the annu81 enrollment fol1D, provided they can demonstrate that they have
coverage under another plan. This option would reduce dual policies of coverage
and allow the employee to provide better coverage under another plan by making
additional funds available for them to upgrade to a plan with better coverage.
(page 25).

There also has been discussion regarding mileage reimbursement for attending
Council meetings when staff has been requested to be in attendance or is a part of
their regularltemporary duties. It is not clearly stated whether or not this is an
approved travel reimbursement. You may desire to clarify your position on this
matter with additional language.

There are several variations between the union contract and the pro~
personnel policy:

Compensatory Time: Union Contract has a maximum of 80 hours vs.
Personnel Policy has a maximum of 40 hours (page
13)

Personal Time Off: (page 11)

Union Contract:

o through 1 year
After 1 year through 3 years
After 3 years through 9 years
After 9 years through 15 years

6.77 hours per pay pericx\
6.77 hours per pay ~
8.31 hours per pay periOcl
9.85 hours per pay period
