<br />'\ <br /> <br />Mtnlo~~~ <br /> <br />TO: Honorable Mayor and Council Members <br /> <br />FROM: Teresa Bender, City Clerkl~Interim City Administrator <br /> <br />SUBJECT: Personnel Policy <br /> <br />DATE: December 15, 2004 <br /> <br />There are several items contained in the personnel policy that Staff would desire Council <br />to consider modifying: <br /> <br />Some staff members would like to have the opportunity to maximize the benefit <br />the City affords them under the Cafeteria Plan. They would like an option to <br />waive coverage for the Public Employees Insurance Program as currently outlined <br />on the annu81 enrollment fol1D, provided they can demonstrate that they have <br />coverage under another plan. This option would reduce dual policies of coverage <br />and allow the employee to provide better coverage under another plan by making <br />additional funds available for them to upgrade to a plan with better coverage. <br />(page 25). <br /> <br />There also has been discussion regarding mileage reimbursement for attending <br />Council meetings when staff has been requested to be in attendance or is a part of <br />their regularltemporary duties. It is not clearly stated whether or not this is an <br />approved travel reimbursement. You may desire to clarify your position on this <br />matter with additional language. <br /> <br />There are several variations between the union contract and the pro~ <br />personnel policy: <br /> <br />Compensatory Time: Union Contract has a maximum of 80 hours vs. <br />Personnel Policy has a maximum of 40 hours (page <br />13) <br /> <br />Personal Time Off: (page 11) <br /> <br />Union Contract: <br /> <br />o through 1 year <br />After 1 year through 3 years <br />After 3 years through 9 years <br />After 9 years through 15 years <br /> <br />6.77 hours per pay pericx\ <br />6.77 hours per pay ~ <br />8.31 hours per pay periOcl <br />9.85 hours per pay period <br />
