It should be noted that
this review letter is not meant as a comprehensive review by the City of the merits of the
technical analysis in the repair r~ but simply outlines the City's ,general ongoing
position regarding the project.

It continues to be the City's position that the draft repair report dated October 29, 2004, is
inconsistent with previous correspondence provided to the Rice Creek Watershed District
relating to a proposed repair project along the Hardwood Creek! 102 ditch corridor.

As preViously stated, it is the City Council's position that it would support a Hardwood
Creek! 102 repair and corridor restoration report that:

1. Includes a restoration project that returns the ditch to its official profile along
its entire reach from Rice Lake downstream to Highway 61;

2. Provides an outlet from Rice Lake at an elevation no higher than the official
protile; and

c:\Documents and SetlinS'\mary llDJl\1..oca1 SettinS'\Temporary Jotemet Files\OLK497\H
