In years' past, the
Centennial Lake Police Department has provided the services ofback:ground checks only
to the extent of their records and local police department records. The previous Police
Chief has urged Council to consider language allowing a Criminal History Data check
(Felony Level Crimes) and Council has declined. Interim Chief Makela is again
requesting that Council consider adding l&nguage to the City's Ordinance #66 similar to
that of the City of Circle Pines Ordinance (Copy attached) allowing such checks or
considering the CityofPlymoutb's TobaccolBest Practices Ordinance with the inclusion
of the recommended language by Chief Makela. The previous Council desired the City
of Plymouth's TobaccolBest Practices Ordinance due to the tact that the City of
Centerville's Liquor/Best Practices is an adaptation of the City of Plymouth's
LiquorlBest Practices ordinance. However, The City of Plymm;tth does not currently
require a Criminal ffistory Data check.

Council may consider approving the tobacco license renewals for 2005 if you desire
without the Criminal History Data check. Council may desire to consider the licenses
after an Ordinance Amendment and Background Check or consider amending the current
ordinance or reviewing the City of Plymouth's tobaccolbest practices ordinance and
adopting same for 2005's retlewal.
