City of Centerville <br /> Planning and Zoning Commission <br /> October 3,2017 <br /> 1. Diamond View Partners, LLC/Sharper Communities, LLC —Request for <br /> Rezone, Subdivision and Planned Unit Development— 7357—20th Avenue <br /> North <br /> Todd Christianson reviewed the development plan on behalf of the applicant. <br /> Explained that the current plan includes a 33 foot street per the city standard <br /> specifications. Setbacks are 15 to 20 feet depending upon the location of the <br /> wetlands in the rear. They have attempted to maintain a minimum of 20 foot <br /> setback from the wetlands. He indicated that densities are under 2 units per acre <br /> and that homes would have a value of$350,000 to $400,000. <br /> The meeting was then opened up to public comment, the following persons spoke <br /> with regard to the proposal: <br /> Greg Carpenter, 7328 Brian Drive. Concerned with water flow and drainage. He <br /> was satisfied that the new plan will not adversely impact him. <br /> Ron Phillips, 7335 Brian Drive. Questioned the density and how the streets would <br /> connect. <br /> Mark Dahl, 7340 Brian Drive. Asked questions about the trail connection and <br /> width. Interested in how the trail would be connected to Brian Drive and who <br /> would maintain it. <br /> After everyone who wished to do so had been given an opportunity to speak, a <br /> motion was made by Commissioner Broussard-Vickers to close the hearing. <br /> Motion seconded by Commissioner Haiden, all voted in favor. The motion passed. <br /> The Commission discussed the issues associated with the development. P&Z was <br /> okay with the public street and pond, provided staff concerns for access to the <br /> ponds and utilities, are resolved. The commission was also satisfied that off street <br /> parking could be deleted, given the amount of area open to on-street parking on the <br /> north side of the street, and it was understood by the developer that P&Z expected <br /> the trail segment to Brian Drive would be owned and maintained by the <br /> development's homeowner association. <br /> VI. OLD BUSINESSS <br /> 1. Watermark Development in Lino Lakes. A copy of the plan for Watermark <br /> Development was included in the agenda packet. Administrator Larson reported that <br /> the development proposal has proceeded through most of the steps to receive final <br /> approval. The opportunity for comments has passed. <br /> VII.
