(B)Sidewalks. Paved sidewalks five feet wide of Portland cement, concrete or asphalt concrete may be <br /> required on one or both sides of streets designated as collectors or arterials. <br /> (C)Storm drainage, The construction of a storm drainage system shall conform to the following <br /> requirements: <br /> (1) Drainage ditches or channels shall have a minimum gradient of one percent; <br /> (2) Open watercourses shall have adequate capacity and erosion control to ensure safe and healthful <br /> disposal of stormwater; <br /> (3) When topsoil has been removed from the surface of a lot on a slope he erosion will cause a <br /> displacement of loose material,the subdivider shall be required to seed or provide other means to <br /> prevent the wash from damaging adjacent property or accumulating on street surfaces; and <br /> (4) Design of storm drainage facilities shall be compatible with adjacent areas, including the <br /> extension of abutting existing storm sewers. Design of all drainage structures shall be based on <br /> the 5-year occurrence for design intensity using runoff coefficient and concentration times as <br /> determined by the City Engineer. <br /> (D)Water supply. Where public water supply is available, as determined by the Council,the subdivider <br /> shall connect to the public water supply and construct a system of water mains with a connection for <br /> each lot. The minimum size of water mains shall be six inches and the minimum size of private water <br /> services shall be one inch. Water mains and services for commercial and industrial uses or for the <br /> extension of major trunks shall be determined by the City Engineer. If private wells are to be permitted, <br /> they shall be constructed in conformance with City Code and Minnesota Statutes and Rules. <br /> (E)Sewers. All plats within the urban service area shall be connected to the municipal sewer system. <br /> (F) Utilities. Every lot in a subdivision shall be capable of being served by utilities, and easements <br /> acceptable to the utility companies shall be provided. Electric, gas and other utility distribution lines <br /> shall be installed within public rights-of-way or within properly designated easements.All utilities in <br /> new subdivisions shall be placed underground, To the fullest extent possible,underground utility lines <br /> shall be installed within the right-of-way adjacent to but not beneath existing and proposed paved areas. <br /> (G)Street name and trajfic control signs. In single-and multiple-family developments,the developer shall <br /> install all street name signs and traffic control signs as deemed necessary by the City Engineer. In <br /> commercial and industrial developments,the developer shall install all street names signs and traffic <br /> control signs as deemed necessary by the City Engineer. <br /> (H)Sodding. The developer must sod the front yard, boulevard and side yards to the rear of the structure on <br /> every lot-the balance of the lot shall be seeded. The required sodding and seeding shall be placed prior <br /> to occupancy. An escrow deposit shall be submitted to the city in a dollar amount sufficient to <br /> guarantee the required sodding. Hydro-seeding may be substituted for sod subject to: 1)Two rows of <br /> sod shall be placed along the curb and any other adjoining pavements,erosion control as approved by <br /> the Building Official shall be placed at the property lines and next to water features,and 2)the site <br /> 282 1 Pagi <br /> 28 <br />
