l Stantec <br /> CITY OF CENTERVILLE -2018 LOCAL WATER PLAN <br /> 1.0 EXECUTIVE SUMMARY <br /> The City of Centerville, located completely within the Rice Creek Watershed District (RCWD), is <br /> a largely residential community of 2.4 square miles. Roughly 85% of the City is developed. <br /> Although complete development in the comprehensive plan is proposed to be staged over the <br /> next 20 years, the market forces that drive development are difficult to forecast. <br /> Because of the new development and redevelopment that could occur in Centerville, the <br /> management priorities of the City have focused on issues surrounding development, such as <br /> installation of proper detention facilities, erosion and sediment control of new construction sites, <br /> providing adequate storm sewer capacity, and meeting water quality requirements. <br /> The primary control of land uses within Centerville is determined by the City, however the <br /> RCWD will work with the City to review permit land development permits, as well as road, trail, <br /> utility construction and reconstruction. The RCWD has regulatory authority to enforce its goals <br /> and policies in order to ensure water quality throughout the City. <br /> Below is a summary of all the chapters contained in this report: <br /> 2.0 INTRODUCTION — Includes information about authorization and discusses the purpose <br /> of the plan. <br /> 3.0 PHYSICAL ENVIRONMENT— Contains information about location, geology, <br /> topography, soils, climate, waterbodies, land use, utility systems, and unique areas. <br /> 4.0 HYDROLOGIC CALCULATIONS/MODELING PARAMETERS—Discusses the required <br /> parameters to be used in calculations and/or modeling done to determine compliance with <br /> stormwater runoff rate controls or National Urban Runoff Program (NURP) pond guidelines. <br /> 5.0 WATER RESOURCE MANAGEMENT OBJECTIVES AND POLICIES— Includes a <br /> description of all the objectives and associated policies to be adopted as part of the local water <br /> plan. <br /> 6.0 WATER RESOURCE MANAGEMENT PLAN —Provides specific information as to the <br /> proposed management method and framework to meet the objectives and policies outlined in <br /> Chapter 5. <br /> 7.0 IMPLEMENTATION PROGRAM —Provides information as to the practical method for <br /> implementing the programs discussed in Chapter 6. <br /> 8.0 CAPITAL IMPROVEMENTS PLAN — Describes capital improvement projects involving <br /> the storm sewer system and provides cost estimates for each. <br /> 1.1 <br /> 39 <br />
