Stantec <br /> CITY OF CENTERVILLE -2018 LOCAL WATER PLAN <br /> INTRODUCTION <br /> 2.0 INTRODUCTION <br /> 2.1 AUTHORIZATION <br /> On May 10, 2017, the Centerville City Council authorized the preparation of a local water plan <br /> (LWP) update to the previous 2012 surface water management plan (SWMP). Local water plans <br /> will supplant surface water management plans; besides the change of name, these documents <br /> serve the same purpose as a framework to manage the water resources within the City of <br /> Centerville. The LWP is consistent with the Comprehensive Plan update for the City of <br /> Centerville as well as the Watershed Management Plan and rules of the Rice Creek Watershed <br /> District. Previously, the updates to the Local Water Plan and Comprehensive Plan were <br /> asynchronous, but beginning with this 2018 Local Water Plan update, the Plan will be part of the <br /> Comprehensive Plan and the two will be updated simultaneously. <br /> 2.2 PURPOSE OF THE PLAN <br /> This Local Water Plan will serve as a comprehensive planning document to guide the City of <br /> Centerville in conserving, protecting and managing its surface water resources. This plan has <br /> been created to meet the requirements detailed in Minnesota Statutes 103B and Minnesota <br /> Rules 8410, administered by the Board of Water and Soil Resources (BWSR). This plan is also <br /> consistent with the goals and policies of the Metropolitan Council's 2040 Water Resources <br /> Policy Plan, and the watershed district having authority within the City, the Rice Creek <br /> Watershed District (RCWD). This plan may be periodically amended to remain current with local <br /> practices and policies. <br /> The intent of the legislated statute is to give the responsibility for water management to the local <br /> units of government. The State and the Metropolitan Council have only minimal oversight roles <br /> in watershed management or plan implementation. <br /> 2.3 SCOPE <br /> This Plan serves multiple purposes including statutory and rule compliance. Minnesota Statute <br /> 103B.235 defines content for local water plans. According to the statute's text, each local plan, <br /> in degree of detail required in the watershed plan, shall: <br /> (1) describe existing and proposed physical environment and land use; <br /> (2) define drainage areas and volumes, rates, and paths of stormwater runoff; <br /> (3) identify areas and elevations for stormwater storage adequate to meet performance <br /> standards established in the watershed plan; <br /> (4) identify regulated areas; and <br /> (5) set forth an implementation program, including a description of official controls, and as <br /> appropriate, a capital improvement program. <br /> 2.3 <br /> 41 <br />
