City of Centerville <br /> Planning and Zoning Commission <br /> January 2,2018 <br /> Eric Maass, from WSB presented a short slide show regarding the planning process, <br /> including a draft Future Land Use Map and tables showing projected growth and options <br /> for land use guidance to achieve various population goals. <br /> Commissioner Twohy had completed his "homework". Others had not. The homework <br /> assignment was emailed from the Administrator to Commissioners in early December. <br /> Comments from Commissioner Twohy spawned from the homework packet were: <br /> • An abundance of the use of the term "small town". Questions whether or not that is <br /> still the goal (to retain small town feel/atmosphere). What does it mean, in practical <br /> terms? Commissioner Haiden asked if there were studies or other information that <br /> would delineate what is "small town" and what is not. Mr. Maass will bring back <br /> some information and review our current design standards. <br /> • MPCA Chapter 7080 — maintenance of private waste treatment systems; what is <br /> this? Administrator/Engineer Statz stated that this requirement has now been <br /> addressed with Anoka County. The city has clarified, to the county that the city <br /> does not perform inspections on such systems, meaning the county is, then required <br /> to. <br /> • Rush Line Corridor — Goal was to continue monitoring this. <br /> Administrator/Engineer Statz stated that this study has wrapped up and the HOV <br /> lane and Bus Rapid Transit (BRT — non-stop service to the Twin Cities) was the <br /> outcome. <br /> • Protect Integrity of Transportation System; what does this mean? <br /> Administrator/Engineer Statz stated that this included providing connectivity <br /> between neighborhoods and maintaining access to the Park and Ride or other such <br /> transportation facilities. <br /> • Establish areas suitable for step-up or higher income housing; what areas are left to <br /> do this. Consensus was there was little room for adding this type of housing. <br /> • Develop sign ordinances. Consensus was that this has been done and perhaps lacks <br /> some enforcement. <br /> • Maintain level of growth, supportable by level of public services available. Planner <br /> Maass said that the answer to this comes from the City Engineer, once a <br /> development/density goal is established. <br /> • Develop design standards to support multi-modal transportation; what more can be <br /> done in Centerville. Already have extensive trail network, etc. <br /> Further discussion ensued on potential changes to the Future Land Use Map, mostly <br /> related to the extent of the Mixed Use Districts, whether pursuit of downtown/commercial <br /> businesses is best done in the old downtown area, along the Main Street Corridor and/or <br /> along the lakefront. Consensus to have single lot depth of Mixed Use District shown over <br /> the existing St. Genevieve Church on Sorel St.; also on the south side of Main Street, <br /> between Progress Road and City Hall. <br /> VII.
