City of Centerville <br /> Council Meeting Minutes <br /> January 24,2018 <br /> Motion by Council Member Koski, seconded by Council Member King to Approve the <br /> Presented Conditional Use Permit as presented. All in favor. Motion carried. <br /> b. Programatic Stormwater Management Facility Maintenance Agreement with <br /> Rice Creek Watershed District <br /> City Administrator Statz stated that an agreement is needed for the pond that is located directly <br /> across the street from the proposed development. The presented agreement memorializes the <br /> responsibilities associated with ownership and Best Management Practices (BMPs) throughout <br /> the City. <br /> Discussion ensued regarding municipal requirements for all ponds located within the City and <br /> the pond associated with the Commerce Drive project. Lengthy discussion ensued regarding <br /> determining which ponds are city owned and which are privately owned along with financial <br /> implications. <br /> Motion by Council Member Koski, seconded by Council Member Love to Execute the <br /> Pro2ramatic Stormwater Management Facility Maintenance Agreement with Rice Creek <br /> Watershed District as presented. All in favor. Motion carried. <br /> C. Pre-development Signage and Equipment/Material Staging <br /> City Administrator Statz stated that Ruffridge-Johnson would like to construct a "Future Home <br /> of Ruffridge-Johnson Equipment Company" sign and place it along with equipment/materials on <br /> the site prior to closing. <br /> Discussion ensued regarding vandalism, liability concerns and needed insurance certification to <br /> allow. <br /> Motion by Council Member Montain, seconded by Council Member King to Authorize the <br /> Placement of Signage and Eguipment/Material on the Site Prior to Ownership with Proof <br /> of Liability Insurance Naming the City as an Additionally Insured. All in favor. Motion <br /> carried. <br /> 2. Water Rate Tier Structure <br /> Administrator Statz stated that he previously presented Council was modifications to the existing <br /> Water Rate Tier Structure and Council desired to adjust the Tier Structure allowing for a more <br /> revenue neutral modification. Administrator Statz stated that the tier structure would be 0- <br /> 15,000 decreasing by .08, 15,001-30,000 would remain the same, 30,001-XXX would also <br /> remain the same. He noted that the Commercial variable rate per thousand gallons/quarter 0- <br /> 500,000 would also decrease by .08 with the remaining tier structure and fees staying the same. <br /> Motion by Council Member Koski to Approve the Revenue Neutral Tier Structure as <br /> Presented. <br /> Page 4 of 7 <br /> 4 <br />
