Centerville 2040 Chapter 2: Goals and Policies <br /> i .®MMUNITY I ACILITIES AND SERVICES hOALS AND POLICIES <br /> It is the goal of the City of Centerville to: <br /> • Promote safe neighborhoods and low crime in the community. <br /> • Maintain and improve the quality of life in the community. <br /> • Provide efficient and responsive services to residents and businesses. <br /> • Maintain the quality of education available to residents. <br /> • Protect Surface Water resources within and downstream from the City of <br /> Centerville. <br /> It is the policy of the City of Centerville to: <br /> • Compare the level of administrative, maintenance and emergency <br /> response services to community wide needs and objectives. <br /> • Explore potential joint service initiatives through continued communication <br /> and cooperation with City, County and School officials. <br /> • Promote effective communication with residents, business owners, <br /> educators and volunteer organizations to maintain an understanding of <br /> community goals and objectives and participate in community affairs. <br /> • Periodically evaluate the level of public services provided and the <br /> associated costs of services. <br /> • Design public utility systems for optimum development or saturation in <br /> the community and establish cost effective staging or sequencing of utility <br /> systems. <br /> • Establish priority for basic services to ensure the highest levels of safety <br /> and accessibility are provided in the community. <br /> • Expand efforts for effective communication and cooperation with <br /> surrounding cities on area growth Issues and common concerns. <br /> • Require that development proposals are consistent with planned <br /> extensions of public utilities and incorporate necessary extensions of core <br /> facilities. <br /> • Require that the installation of all public infrastructure is designed and <br /> constructed according to City standards and specifications. <br /> • Enforce ordinance provisions which require connection of existing homes <br /> and businesses with private utilities to public utility systems, within a <br /> reasonable time after public utilities have become available but not later <br /> than 2012 for areas currently served but not yet connected. <br /> •--E.nforce.....provisiens of MPCA Chapter 7090 for the maintenance of private <br /> Chapter 2 1 Page 9 <br /> 83 <br />
