City of Centerville <br /> Council Meeting Minutes <br /> January 24,2018 <br /> Mr. Mann stated that the water plan will be a part of the City's Comprehensive Plan and that it is <br /> a tool for the City to guide surface water management. He also stated that the City is within the <br /> Rice Creek Watershed District and also governed by the Metropolitan Council. He reported that <br /> the RCWD has a separate set of regulations which are similar to Met. Council's. <br /> A short presentation was given by Ms. McCulloch. <br /> Lengthy discussion ensued regarding the roles that each agency plays in the City's requirements <br /> for the plan, report deadline dates, storm water ponds (112, private/public), sediment, pond <br /> maintenance, the inclusion of a new rainfall data set, entities' ability to share information versus <br /> providing numerous reports to many entities, newer reporting systems allowing sharing, <br /> Centerville's water table, being mindful of the City's budget and policy for City assistance, <br /> grading of existing lots, previous floodplain modifications by FEMA, City policy regarding <br /> storm water ponds (discharge and whether it is public), Stormwater Fund levels, etc. <br /> Administrator Statz stated that this item was only for review and that the item will appear on a <br /> subsequent agenda for approval within a month or so. <br /> Mayor Paar thanked both Mr. Mann and Ms. McCulloch for their work on the work and review <br /> of the plan. <br /> VI. OLD BUSINESS <br /> 1. Ruffridge-Johnson <br /> a. Conditional Use Permit <br /> City Administrator Statz reported that Ruffridge-Johnson's due diligence period will be ending at <br /> the end of January and that they desired to process needed items so that permits from the City of <br /> Centerville and RCWD could be obtained and that they have the ability to commence <br /> construction immediately following their closed date in early April. He stated that Council <br /> previously approved a Conditional Use Permit for them which expired due to the amount of time <br /> that has passed. He reported that slight modifications have been made since that version and that <br /> both entities are satisfied. He briefly explained the modifications: outdoor storage allowing for <br /> one item to be stored on a pad in the front yard of the parcel with the remainder of the equipment <br /> being stored in a fenced in area in the rear of the parcel, other areas of clarification, and securing <br /> the City's ability to review on an annual basis. <br /> Council Members were comfortable with the changes and are eager for Ruffridge-Johnson to <br /> become a member of the community. <br /> Motion by Council Member Koski, seconded by Council Member King to Approve the <br /> Presented Conditional Use Permit as presented.
