City of Centerville <br /> Planning and Zoning Commission <br /> March 1,2018 <br /> Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to <br /> Accept the Resignation of Mr. Pete Johnson from the Commission. All in favor. <br /> Motion carried. <br /> 2. Concept Plan Review—DeFoe/Waterworks Site <br /> Mr. Jim Boo, Team Boo Realty, presented the Concept Plan for the DeFoe/Waterworks <br /> site consisting of 18 detached townhomes. The units along the shore of Centerville Lake <br /> would have a price range of approximately $750,000 while the others would be in the <br /> $400,0004500,000 ranges. The interior lots would have a shared dock on the north side of <br /> CSAH14 (Main Street) accessing Peltier Lake. Mr. Boo thought four (4) slips would be <br /> adequate. Each of the homes on the Centerville Lake side could have their own dock. As <br /> part of the Planned Unit Development (PUD), it was discussed that there would be some <br /> regulation of the number of slips available and some standardization or management of <br /> docks by the association. The setback to the lake (Centerville Lake) is proposed at a <br /> minimum of 50 feet, with most homes being closer to 60 feet back. <br /> There was discussion of the option for a public versus a private street. Commissioner <br /> Broussard Vickers stated that she favored a public road since this was a similar situation to <br /> the recently approved Preliminary Plat for Peltier Estates. Other topics were discussed, <br /> including the need to work with LaValle Drive residents to hook their driveway or their <br /> private drive into the development's road, need to clear up the DNR easement and <br /> floodplain issues and the restriction of water related accessory structures given the reduced <br /> lake setback. In general the Commission liked the concept plan. <br /> Chair Mosher entertained comments from the public. <br /> Mr. Frank Zimney, 7252 LaValle Drive, questioned how his driveway would be dealt with <br /> and in general he spoke in favor of the layout compared previous submittals. <br /> Mr. Erick Marshall, 7230 and 7216 LaValle Drive, generally supported the proposed <br /> development. <br /> Chair Mosher stated that the presentation was a Concept Plan and did not require action. <br /> 3. Final Plat, Peltier Estates <br /> Brief discussion was had with Sharper Communities confirming that the roadway would be <br /> public and built to City standards. <br /> Motion by Commissioner Broussard Vickers, seconded by Commissioner Twohy to <br /> Recommend to City Council Approval of Final Plat for the Peltier Estates <br /> Development.
