Centerville 2040 Chapter 8: Implementation <br /> should undertake a formal review of the plan to determine if amendments are <br /> needed to address changing factors or events in the community. While a plan <br /> amendment can be initiated at any time, the City should carefully consider the <br /> implications of the proposed changes before their adoption. <br /> When considering amendments to this plan, the City will use the following <br /> procedure: <br /> 1. Amendments may be initiated by land owners, land developers, the <br /> Planning and Zoning Commission or the City Council. <br /> 2. The Planning and Zoning Commission will direct the City staff to <br /> prepare a thorough analysis of the proposed amendment. <br /> 3. The City staff will present to the Planning and Zoning <br /> Commission a report analyzing the proposed changes, <br /> including their findings and recommendations regarding the <br /> proposed plan amendment. <br /> 4. The Planning and Zoning Commission will decide whether or <br /> not to proceed with the proposed amendment. If a decision <br /> to proceed is made, a formal public hearing will be held on <br /> the proposed amendment. <br /> 5. Following the public hearing the Planning and Zoning <br /> Commission will make a recommendation to the City Council. <br /> 6. The City Council will receive the recommendation from the <br /> Planning and Zoning Commission and make a final decision <br /> on whether to adopt the amendment. <br /> 7. All amendments to the plan must be submitted to the <br /> Metropolitan Council for review prior to implementation. <br /> .APITAL IMPROVEMENT PROGRAM <br /> The City will annually update a five year capital improvements program which <br /> identifies major capital expenditures consistent with the Plan. The program <br /> includes public and private investments in infrastructure, park and trail <br /> development expenditures, infrastructure repair and replacement, building <br /> Chapter 8 1 Page 2 <br /> 7 <br />
