City of Centerville <br /> Council Meeting Minutes <br /> May 9,2018 <br /> Motion by Council Member Montain, seconded by Council Member King to Approve the <br /> Consent Agenda as presented. All in favor. Motion carried. <br /> Council Member Montain and Mayor Paar both thanked Mr. Palzer for his dedication to the City <br /> of Centerville and applauded his work ethic. <br /> VIII. OLD BUSINESS <br /> 1. Cornerstone Park Portable Restroom — Citizen Concern/P & R Committee <br /> Rescinding of April 4, 2018 Motion <br /> Mayor Paar stated that all Council Members received an email from Ms. Brilowski regarding her <br /> concerns for the location of the proposed Cornerstone Park Portable Restroom. He also stated <br /> that Administrator Statz forwarded an email chain to/from Ms. Brilowski reviewing the lengthy <br /> discussions held by the Parks & Recreation Committee and Council prior to determining the <br /> location and its installation. <br /> As stated above, Ms. Brilowski, 7124 Main Street, sent emails to all Council Members <br /> expressing her concerns regarding the placement of a portable restroom in Cornerstone Park. <br /> Ms. Brilowski was present at the meeting and stated that the parks location is on a County Road <br /> with high visibility, the possibility of potential traffic/public safety concerns, cliental, the close <br /> proximity to her home, potential for vandalism, potential for odor, close proximity to <br /> establishments that have available facilities, the length of the show being approximately 45 <br /> minutes and the issue of people trespassing on private property to gain access to their vehicles. <br /> Ms. Brilowski thanked Council for their attention to the matter. <br /> Lengthy discussion ensued regarding expenses associated with the portable restroom, location <br /> within the park, lacking requests by others for a restroom facility, the Parks & Recreation <br /> Committee's rescinding of their motion to recommend approval to Council, visibility, <br /> announcing usage of the sidewalk to return to vehicles versus trespassing on private property, <br /> no-trespassing signage, inadequacy of the size of the park for large events, public safety, the <br /> possibility of the event growing, alternative locations for the portable restroom and the potential <br /> for increased use of Trailside Park with the potential for food trucks and additional offerings. <br /> Motion by Council Member Koski, seconded by Council Member King to Rescind <br /> Placement of a Portable Restroom at Cornerstone Park (previous action by Council April <br /> 25, 2018) Similar to the Parks & Recreation Committee's rescinding and to Arrive at a <br /> New Location for Placement of the Additional Portable Restroom. <br /> Mayor Paar clarified the motion and stated that a Council Member that previously voted in favor <br /> of the placement was not present this evening. Attorney Glaser stated that the process to revisit <br /> motions within the same meeting is different but members are free to make any motion regarding <br /> items not previously motioned within the meeting. <br /> Lengthy discussion ensued regarding an alternative location other than at Cornerstone Park, <br /> liability issues for the school if placement was in their parking lot, expense sharing by Bald <br /> Page 4 of 8 <br /> 5 <br />
